As a Senior Risk Specialist, ERM you will be instrumental in supporting the delivery of the Enterprise Risk Management (ERM) and Operational Resilience programs across the Canadian Depository for Securities (CDS), Canada's central securities depository, clearing and settlement hub, and the Canadian Derivatives Clearing Corporation (CDCC), the national central counterparty for exchange-traded and over-the-counter derivatives – collectively known as “TMX Post-Trade.”Reporting to the Manager, ERM, you will play a key role in the identification, assessment, monitoring, and reporting of significant non-financial risks, collaborating closely with business lines, process owners, and the Senior Leadership Team. You will be supporting the enhancement of Operational Resilience of CDS and CDCC, ensuring regulatory requirements relating to Operational Resilience are met, and providing oversight of all the non-financial risks and controls within the 1st line of defence.Key AccountabilitiesNon-Default Loss (NDL) ManagementMaintain and continuously enhance methodologies to update NDL scenarios, assess resource adequacy, and lead annual NDL simulation exercises.Lead the development, program rollout, and execution of the NDL framework, including developing guidance for the use and sufficiency of non-default recovery tools.Prepare and deliver NDL narratives and exposure estimations for senior management, the Risk Management Committee (RMC), and regulatory authorities.Lead the annual update of the Recovery Plan for CDS and CDCC, ensuring alignment with regulatory expectations and best practices.Operational Risk Management (ORM) and Business Continuity Management (BCM)Support Manager, ERM in enhancing the effectiveness of the existing ORM and BCM programs.Support the full rollout of the periodic process-based Risk and Control Self-Assessment (pRCSA).Support the execution of other ORM and BCM programs, including incident management, Business Impact Analysis (BIA), and Business Continuity Plans (BCPs), etc.Assist in embedding new system capabilities into the ERM program, including automation of Risk and Control Self-Assessment, Key Risk Indicators tracking, Incident Management, Operational Resilience monitoring, and Third-Party Risk assessments.Operational ResilienceSupport the delivery of TMX Post-Trade’s Operational Resilience Program across core business and support functions.Assist in the mapping of critical services, associated risks, and key internal and external dependencies.Support the definition and ongoing review of impact tolerances for critical services to ensure readiness for severe but plausible disruptions.Design and execute stress testing strategies to evaluate the organization’s ability to remain within impact tolerances.Support Business Units to create and enhance disruption response plans, including escalation protocols, communications, and ownership responsibilities.Must haves:Bachelor’s degree in Finance, Business Administration, or a related field; Master's degree preferred;Minimum of 5 years of relevant experience in risk management, audit, or compliance functions within the financial services industry or consulting firms;Demonstrated strong experience in delivering and managing Operational Risk Management (ORM) programs, including but not limited to: Operational Resilience, Risk Appetite, Internal Controls, Business Continuity Management, Crisis Management, Third Party Risk Management, Cyber Security, and other related operational resilience concepts;Solid understanding of financial institutions, infrastructures, and markets;Exceptional written and verbal communication skills, including the ability to articulate complex risk concepts clearly and concisely to diverse audiences;Strong leadership and project management skills, with the ability to drive cross-functional initiatives.
