TitleDevelopment Inspection Technologist-C1450File Number: 2831Employee Group: Local 101Service Area: Housing and Community GrowthDivision: Planning and DevelopmentJob Type: Full‑Time Temporary (up to 2 years)# of Openings: 1Summary of DutiesReporting to the Manager of Development Engineering, the Development Inspection Technologist works in the field and within the department to coordinate, monitor, inspect, review, evaluate, and effect correspondence regarding developer compliance for all development agreements, plans, studies, and applicable policies.Work PerformedExamine and apply conditions and requirements to ensure compliance of developer agreements, including subdivision, site development, servicing, consent, condominium, and reference plan agreements.Coordinate with owners, developers, applicants, consultants, politicians, and the public on behalf of the Department/Division to expedite service and resolve issues or complaints related to existing development approvals.Inspect and review applicable reports, videos, studies, drawings, and professional certifications to determine that approved land development projects comply with applicable agreements, plans, bylaws, policies, timelines, and decisions of the Committee of Adjustment.Schedule and conduct inspections at various stages, advise owners, developers or consultants of deficiencies, identify potential development issues, document and report on existing conditions, and follow up to ensure compliance.Build and maintain positive working relationships with co‑workers, other civic employees, politicians, and the public using principles of good customer service.Reply in a timely manner to inquiries related to compliance with development agreements.Maintain a working knowledge of the Ontario Health and Safety Regulations and comply with all relevant safety regulations, construction practices, testing procedures, and equipment relative to civil engineering works.Maintain a working knowledge of Official Plan policies, Council policies, City Bylaws, and Provincial Acts and regulations related to the acceptability of site and subdivision development processing and approvals.Apply the Division and Department policies and procedures to achieve compliance on development files.Authorize the partial or full release of security as appropriate; issue written notice of agreement default in instances of non‑compliance.Recommend to the Manager where legal action or security forfeit may be required and estimate costs to address defaults using security deposits, recommending call for tenders as appropriate.Investigate and respond to complaints and grievances from residents regarding possible infractions of approved development plans, relevant bylaws, and infrastructure.Assess safety risks, determine responsibility for correction or mitigation, and initiate appropriate communications to resolve or correct.Conduct initial and final condominium inspections to ensure development adheres to plan details, document and address issues, and report on existing conditions; establish conditions for condominium approval and confirm satisfaction.Track and monitor activity related to site development inspections; monitor complaint files and provide annual report for the Division/Department.Maintain various departmental databases including computer information databases, files, plans, and other documents.Monitor incoming notices of Claim for Lien to ensure files are not closed and securities are not released where claims have been filed.Reply to lawyers’ compliance letters on development agreements; search site development files and conduct inspections upon lawyers’ request.Enforce the Site Plan Control Bylaw and other Municipal Bylaws as appropriate.Review Site Development Plan performance security deposit and letters of credit for acceptance by City and issue receipts.Perform other duties as assigned.QualificationsThree‑year Community College Civil Engineering Technologist Diploma recognized by the Ontario Association of Certified Engineering Technicians and Technologists (OACETT).Valid G License.ExperienceThree years of related civil engineering and municipal experience with increasing responsibility.Specialized Training & LicensesProvincially approved Certificate in Sewer and Watermain Construction Inspection, Sewer Design and Watermain Design is an asset.Proficiency in word processing, spreadsheets, and various other software related to the delivery of the work performed.Effective communication and interpersonal skills to resolve compliance issues between the City and the Developer/Consultant.Proven ability to exercise judgment and discretion in relaying information to the benefit of the Corporation.Member of the Ontario Certified Engineering Technician and Technologist (OACETT) as a Certified Engineering Technologist (CET) or Associate Member, with full membership completed within three years from date of hire.Compensation & Other Information$60,408 – $87,775 (Level 14)Current hours of work: Monday – Friday, 8:30 a.m. – 4:30 p.m.Work arrangement: 4 days in office / 1 day remote (subject to change in accordance with business requirements).These hours are subject to change in accordance with the Collective Agreement and may include evening hours and Saturdays.NOTE: Applicants may be required to complete a job‑related test.Police Record CheckAs an inclusive employer, we are committed to providing a fully accessible recruitment process.
