Job Summary:The Procurement and Contracts Analyst’s primary role is ensuring the effective and efficient procurement of goods and services for BCNET. This individual will be responsible for managing the end-to-end procurement process, maintaining compliance with relevant policies and vendor management. This position assists in supporting various procurement activities under the guidance of the Chief Procurement Officer, including tender development, evaluation, and contract drafting, all while ensuring cost-effectiveness in line with quality standards.The incumbent is responsible for maintaining and managing contracts, ensuring compliance, and building positive relationships with vendors and internal stakeholders. All activities must align with BCNET's standard practices and related trade agreements. The Procurement and Contracts Analyst collaborates with BCNET staff, members, and vendors.Key Responsibilities and Duties:ProcurementCollaborate with internal departments / working groups to understand their procurement needs and projects in the execution of the procurement process per BCNET Policy and Procedures.Work closely with procurement sponsor to ensure timely and cost-effective procurement of goods and services.Prepare and post tenders, facilitate evaluations and present recommendation reports to inform decision-making for BCNET Management or Committees.Ensure compliance with internal procurement policies and trade treaties.Collaborate with vendors to negotiate favorable terms, pricing, and delivery schedules.Maintain professional relationships with existing vendors and identify potential new suppliers.Stay informed about changes in procurement laws and regulations and update internal processes accordingly.Work closely with the Procurement Services Team on various projects and programs as assigned.Contract AdministrationOversee various agreements in the contract management system to ensure accuracy; completeness, and compliance with BCNET policies and legal requirements.Analyze contract terms and conditions to identify potential risks and propose solutions.Collaborate with procurement, legal and end users to provide support during contract negotiations.Participate in negotiations to ensure terms align with project and organizational goals.Maintain the centralized contract repository, ensuring all contracts are organized and easily accessible.Track contract milestones, renewal dates, deliverables, and close outs to ensure timely actions.Monitor contracts for compliance with legal, regulatory, and organizational requirements.Keep abreast of changes in laws and regulations that may impact contracts.Act as a liaison between internal departments and suppliers to facilitate effective communication regarding contract matters.Assist in contract development, drafting, and evaluation.Respond to procurement inquiries from BCNET staff, members, and vendors.Vendor ManagementCultivate and maintain positive relationships with existing vendors.Ensure alignment with organizational goals and expectations.Conduct regular performance evaluations of key vendors based on key performance indicators (KPIs) and service level agreements (SLAs).Identify opportunities for improvement and address any issues affecting vendor performance.Monitor vendor contracts to ensure compliance with terms and conditions.Identify and assess risks associated with vendor relationships.Collaborate with the procurement, finance and other teams to optimize vendor-related activities.OtherMaintain and update the reporting databases.Prepare and maintain procurement-related reports and statistics to measure performance.Travel as necessary to member institutions and their communities across the province of British Columbia.Qualifications and SkillsUniversity or College degree in Supply Chain, Operations and Logistics, Finance, Business Administration, or a relevant discipline, or an acceptable combination of education, training, and experience.Certificate in Purchasing, Diploma in Supply Management, or related training will be considered an asset.Minimum of two years of experience or an equivalent combination of education and experience.Strong interpersonal and communication skills, both written and oral.Proficiency in Microsoft Office, with advanced competency in Excel.Ability to communicate effectively with team members, collaborators, and clients.Effective multitasking and time management skills.Ability to understand and apply policies, procedures, and instructions.Proficient data analysis and problem-solving capabilities, with a focus on identifying key information and relevant issues.Meticulous attention to detail and accuracy in all tasks.Benefits and PerksHybrid Work Model: Flexibility to work remotely and in our Downtown Vancouver office.Note: The first two weeks of employment will be in-person at our downtown office location for onboarding and training purposes.Health Benefits: Comprehensive coverage from day one, including extended health, dental, vision, and a wellness allowance.Defined Pension Plan: Secure your future with our defined benefits pension plan.Professional Development: Annual allowance for skill-building and growth opportunities.Paid Time Off: Generous vacation days, personal days, sick days and year-end office closure.Volunteer Day: One paid day annually to support a cause you care about.Inclusive Culture: Supportive workplace with team-building events and activities.Convenient Office Location: Easy access by transit and close to great coffee spotsAbout BCNETWho We AreWe are a small dynamic team that loves what we do and thrives on our ability to make a difference for our higher education member community in British Columbia.
