Conditions of Employment: Must be legally entitled to work in Canada Must provide and maintain a satisfactory Criminal Record Check Qualifications – Essential: Knowledge of Canadian Generally Accepted Accounting Principles (GAAP) as they pertain to accounts payable, and their applications in the public sector environment. Ability to interpret and apply legislation and regulations. Experience monitoring, controlling and advising on Accounts Payable policies and functions. Experience in identifying, researching, developing and implementing project initiatives with an emphasis on Accounts Payable. Experience applying and interpreting Provincial and Federal T4, T4A and T4A-NR reporting requirements. Experience working in the SAP Financial Module, particularly relating to Accounts Payable specifically payment processing (cheque, EFT, and wire transfer). Ability to provide advice to senior leaders on complex topics and sensitive issues. Verbal communication and presentation skills with the ability to present technical information to a variety of audiences. Excellent written communication skills with the ability to draft policy and reports. Strong analytical, problem solving and decision making skills. Strong interpersonal skills with the ability to build and maintain effective working relationships with various stakeholders. Duties: The Central Accounts Payable Project Officer is responsible for managing projects within Central Finance, with a primary focus on financial and operational initiatives related to Central Accounts Payable (CAP). The incumbent leads the development, implementation, and oversight of government-wide accounts payable policies and procedures, ensuring alignment with project objectives and divisional goals. The role conducts research, analysis, and evaluation of options to improve efficiency and leverage technological advancements, recommending policy and process alternatives supported by clear implementation strategies and written communications. The officer provides expert guidance and direction to the Director, CAP Supervisor, CAP Analysts, and departmental AP staff, develops and maintains CAP policy and procedural manuals, and delivers training to support the successful adoption of new or revised initiatives.
