Manager, Water and Wastewater Systems Planning Location: Hamilton, Ontario, Canada Overview Reporting to the Director, Water/Wastewater Planning & Capital, the Manager, Water & Wastewater Systems Planning leads and is responsible for the overall concepts, planning, development and implementation of Water, Wastewater, and Stormwater (W/WW/SW) strategies supporting existing services as well as future growth within the City. This includes W/WW/SW programming and planning studies, development planning and review, master servicing and environmental assessment, system hydraulics and modelling, capital planning and infrastructure scope validation, and strategic maintenance and operational support activities. The role also supports internal and external communication requirements for specific projects and initiatives undertaken by the division. The manager is accountable for establishing and achieving departmental/divisional goals, ensuring effective use of financial and staff resources, and reporting on sectional performance against appropriate benchmarks. The position creates a positive, respectful collaborative work environment and instills a customer service focus within the team. Responsibilities Assume responsibility for all planning related functions associated with W/WW/SW systems in Hamilton Water, ensuring programs are assigned effectively to staff and monitored to ensure successful performance. Lead a staff team to protect the health and safety of the public and the environment by ensuring compliance with changing industry standards and regulations. Maintain and improve W/WW/SW system performance, delivering cost‑effective and reliable services, and apply sound municipal planning practices for both long‑ and short‑term system improvement programs. Interact with the public, Council, government agencies and stakeholders to provide support for programs and projects. Provide leadership to a Section responsible for mandates that include: Master Planning and Class Environmental Assessments for the City’s W/WW/SW systems; Development, management and updating of hydraulic models and implementation of inflow and infiltration reduction programs; Development of a Hydraulic Modelling office; Lead implementation of flow monitoring and data collection programs across the City; Lead the development review process for W/WW/SW systems related to new growth in conjunction with other Planning Department partners; Provide advice and support for long‑range planning, and develop W/WW/SW infrastructure servicing strategies, policies, and staging plans; Complete W/WW/SW servicing studies, secondary plans and coordinate with other City sections related to new and existing infrastructure to meet growth needs; Provision of capacity and system analysis, and engineering support for W/WW/SW infrastructure; Scope development for Capital Works related to W/WW/SW systems; Support operational teams as required; Coordinate with other levels of government and stakeholders with policy mandates or interests; Work with councillors and community to build effective solutions. Lead teams and manage specific corporate, departmental and section programs, projects and initiatives including hiring, developing future leaders, coaching, technical troubleshooting, and problem solving. Lead long‑ and short‑range planning of infrastructure, contributing and supporting City growth and development. Develop hydraulic model tools and procedures, and support corporate energy efficiency goals and climate change strategies. Prepare and present technical reports, cost‑benefit analyses, and recommendations for senior management and/or Council. Prepare annual capital and operating budgets for the Section, monitor and control expenditures, and recommend changes when appropriate. Interpret, apply and enforce the provisions of by‑laws related to the functions of the Section and recommend changes where appropriate. Attend public meetings and present the City’s positions, actions to council, the public, media and outside government bodies. Perform other duties as assigned directly related to the normal functions of the job. Qualifications Proven demonstrated knowledge and experience in the theories and practices of water, wastewater, and stormwater service delivery, usually acquired by a relevant university degree or a diploma in an accredited Engineering Technologist course plus progressive work experience. Demonstrated knowledge of municipal infrastructure planning and engineering processes, including budgeting and hydraulics for large infrastructure systems. Previous management and leadership experience with staff teams, preferably in a municipal environment. Ability to work with a team of management professionals across multiple disciplines, effectively planning, organizing and leading programs, staff teams and public/stakeholder interactions. Understanding of municipal infrastructure programming, growth and development processes and approvals. Thorough knowledge of guidelines, statutes, acts, regulations and by‑laws affecting the department/section, such as the Environmental Protection Act, Planning Act, Safe Drinking Water Act, the Sustainable Water and Sewage Systems Act, the Ontario Water Resources Act, and the Clean Water Act. Demonstrated ability to engage staff in a progressive leadership style within a municipal environment. Ability to challenge, lead and inspire others and foster innovative approaches to problem resolution. Experience and understanding of W/WW/SW water, wastewater, and stormwater infrastructure and technologies as related to municipal services. Must be able to work independently and confidentially, making sound judgments based on research or fieldwork. Consulting skills, including analysis, planning, implementation and project management, plus financial skills such as budgeting, forecasting and reconciliation. Excellent organizational skills and ability to work with tight deadlines and competing priorities. Excellent verbal and written communication, presentation, interpersonal and organizational skills. Ability to deal effectively with elected officials, representatives of other levels of government, management, peers, staff and the general public. Above‑average analytical and problem‑solving skills. Knowledge of computer software applications used in business or financial analysis and report presentation (PeopleSoft, PowerPoint, Excel, Word, Outlook, Visio, Access, GeoMedia).
