The Ministry administers municipal grant programs, advisory and capacity-building supports, municipal services, public lands, the safety codes system, and the New Home Buyer Protection Act. Through these initiatives it fosters stronger, safer communities and enables local governments to facilitate Alberta’s economic prosperity.Role ResponsibilitiesThe Application Services Team Lead plays a key leadership role within the Residential Protection Program (RPP) operations team, overseeing front-line client services including intake, evaluation and communication with clients and stakeholders. Reporting to the RPP Operations Manager, the Team Lead provides direct supervision and mentorship to Program Officers, ensuring daily operations run efficiently and in compliance with legislative requirements, policy standards, and service delivery targets.The Team Lead collaborates with support staff, the NHBPS Analyst, Compliance Officers and managers to support effective program administration and maintain high-quality service delivery. The role also contributes to ongoing program development through identifying operational gaps, implementing new processes, monitoring team performance and fostering staff growth, while providing subject matter expertise and promoting a culture of service excellence.Your key responsibilities will include:Team Leadership & SupervisionSupport and implement operational plans, fostering a motivated, inclusive, and learning-focused team environment.Set clear performance objectives; monitor progress and deliver constructive feedback through regular meetings and one-on-one sessions.Mentor and coach staff, supporting growth through personalized development plans and targeted training.Administration of Applications and Client ServicesCoordinate day-to-day staff activities and oversee team priorities, including task assignment, resource allocation and coverage during peak periods.Maintain and update procedural documentation to ensure consistency and establish best practices for application completeness and data accuracy in NHBPS, the public registry and internal queues.Collaborate with NHBPS Coordinators, contractors and administrative teams to develop and maintain workflows and uphold service standards.Program Development and ImprovementReview or audit applications to maintain system integrity and legislative compliance; analyze trends to support modernization.Propose innovative ideas to streamline processes, reduce administrative burdens and enhance consumer protection.Provide subject matter expertise to support new and revised policy initiatives and ensure operational effectiveness.Supports the Operations ManagerAssist in achieving branch goals, targets and performance metrics outlined in RPP business and operational plans.Provide strategic feedback and recommendations based on operational data, staff input and emerging trends.Identify emerging issues and risks; promote awareness to strengthen program resilience and service outcomes.Serve in an acting capacity for the Operations Manager when required.CompetenciesDrive for Results – Exceed goals and partner with others to achieve objectives. Remain informed of current needs and operational changes.Develop Self and Others – Seek learning opportunities, ask timely questions, show enthusiasm for current issues, and coach staff to develop their skills.QualificationsMinimum recruitment standards: University Degree in Business, Public Administration or related field plus 4 years of related experience, or equivalency as described below.Equivalency: 1 year of education for 1 year of experience; or 1 year of experience for 1 year of education.AssetsMinimum 2 years of supervisory experience, preferably in regulatory, consumer protection or service delivery environment.Experience with real estate processes, land titles, corporate registry and land titles databases (CORES, ALTA, ARLO, SPIN).Knowledge of NNHPA, Safety Codes Act, Land Titles Act and consumer protection legislation.Skills and AbilitiesStrong leadership, team building, goal setting and performance management skills.Ability to work in fast-paced environments with frequent interruptions.Proven track record of developing and maintaining relationships with staff and stakeholders.Problem-solving and conflict resolution skills.Experience with regulatory frameworks and legislation interpretation.Experience with databases or registry systems, business analysis techniques and solution development.NotesThis position may be used to fill future vacancies across the Government of Alberta at equal or lower classification and salary.Hours of WorkMonday to Friday, 36.25 hours per week.ApplicationsApplicants are advised to provide information that clearly and concisely demonstrates how their qualifications meet the advertised requirements, including education, experience and relevant examples of required competencies.
