About the Role Located in the Lower Mainland of British Columbia, CPBC is seeking an experienced Human Resources professional to join our team as a full‑time Human Resources Generalist for a 16‑month term appointment. The ideal candidate will bring a minimum of five (5) years of progressive HR experience, strong knowledge of HR best practices, excellent written and verbal communication skills, and hands‑on experience implementing and maintaining a Human Resources Information System (HRIS). A CPHR designation is an asset. The Human Resources Generalist plays a key role in delivering and administering the core operational functions of the HR department. This position also serves as the primary administrator for CPBC’s HRIS. Core areas of responsibility include recruitment and onboarding/offboarding, employee relations and policy administration, communications and engagement, performance management and development, HRIS and data management, and strategic organizational support. You will be part of a collaborative, people‑focused team committed to operational excellence. Recruitment and Onboarding/Offboarding Manage the full-cycle recruitment process, including job profile/posting development, internal/external posting, candidate screening, interviewing, reference/background checks, and related hiring activities. Support employee onboarding and offboarding processes to ensure a smooth transition and positive employee experience. Employee Relations and Policy Administration Advise and support department leads and employees on the interpretation and application of CPBC policies, programs, and relevant legislation (e.g., ESA, WorkSafe, etc.). Provide guidance on the collective agreement and support both supervisors and unionized employees in its application. Review, maintain, and enhance HR policies and procedures; conduct research and deliver related training as needed. Communications and Engagement Manage internal communications through the intranet, staff meetings, and other channels to ensure consistent and transparent information sharing. Coordinate employee engagement surveys; analyze results and recommend improvements. Organize staff activities, professional development seminars, and learning sessions to promote a positive workplace culture. Performance Management and Development Support the annual performance evaluation process, including system improvements, tracking, and training for employees and supervisors. Process professional development and training requests and maintain related documentation. HRIS and Data Management Support the HRIS project team with configuration, implementation, testing, data validation, user training, and post‑implementation support. Manage HRIS workflows, hierarchies, and configurations; troubleshoot issues and collaborate with vendors for resolutions and enhancements. Develop and maintain HRIS documentation, user guides, and training materials; ensure ongoing data accuracy, integrity, and security. Administer HR records and retention policies in compliance with confidentiality and regulatory standards. Strategic and Organizational Support Lead and contribute to HR‑related initiatives and staff committees, including the Anti‑Racism Committee (ARC), Joint Health and Safety Committee (JHSC), and Health and Wellness Committee (HWC). Support continuous improvement of HR programs, policies, and processes to enhance organizational effectiveness and employee experience. Participate in other strategic projects and initiatives as required. Qualifications, Skills and Knowledge Bachelor’s degree in Business Administration, Human Resources or a related field. Ability to prioritize and manage multiple tasks and deadlines effectively. At least 5 years of progressive HR experience (or an equivalent combination of education and experience) Experience implementing and maintaining an HRIS system (Dayforce experience is preferred) Chartered Professional in Human Resources (CPHR) designation is an asset Extensive knowledge of Employment Standards Act and Regulations, Human Rights Code, and other applicable legislations Strong knowledge of HR best practices and HRIS (Dayforce an asset) Proficient in Microsoft Office (Outlook, Word, Excel, PowerPoint, SharePoint) Skilled in problem‑solving, data analysis, and solution recommendations Experienced in change management and digital adoption Solid understanding of office procedures Strong relationship‑building and stakeholder management High emotional intelligence, active listening, and approachability Diplomatic, tactful, and discreet with sensitive information Ability to foster positive organizational culture and de‑escalate conflicts Sound judgment, prioritization, and ability to perform under pressure Detail‑oriented, accurate, and results‑driven Committed to continuous learning and innovation Salary and Benefits The salary range for this position is $85K to $100K annually based on a 35‑hour work week. The starting salary will be determined based on factors such as the successful candidate’s job‑related knowledge, skills, experience; salaries of other employees in the same salary range; market conditions and other relevant factors.
