ABOUT THE ROLE This position oversees Health Emergency Management program activities, ensuring York Region Public Health is in a state of operational readiness in the event of an emergency in accordance with corporate policies, standards and applicable statute/regulatory requirements and providing leadership and guidance to staff, ensuring appropriate levels of staffing support. WHAT YOU'LL BE DOING Collaborates/works with stakeholders and follows the corporate strategic leadership, planning and direction related to this function. Leads the operational planning for health emergency management and business continuity, including monitoring and evaluating program delivery to meet the goals and objectives of York Region Public Health while ensuring that standards are met and follow governing legislation. Provides health emergency management technical oversight of staff and subject matter expertise. Leads the research and analysis on pertinent health emergency issues and trends for York Region Public Health management to make informed program and policy decisions. Provides recommendations in the development and implementation of York Region Public Health program plans, and policies and procedures ensuring consistency and alignment of all plans with broader corporate and departmental plans, standards, and business goals. Assists with the development of communication strategies, work plans, including resources allocation, and monitors the action plan for achieving results. Liaises, fosters and maintains positive relationships with internal staff and external contacts, government and non-government agencies and the public. Supervises staff, including recruitment, selection, hiring, scheduling, assigning and monitoring work, determining training and development needs, coaching and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices. Ensures that operating staff work in a safe manner and utilize all required health and safety equipment and protective devices and follow all measures and procedures as required by the Occupational Health and Safety Act and Regulations and Regional Policies. Performs other duties as assigned to meet Branch objectives. WHAT WE'RE LOOKING FOR Successful completion of a University Degree in Health Sciences, Public Health, Emergency Management or related discipline, or approved equivalent combination of education and experience. Minimum three (3) years directly related experience in emergency management, including plan development, training, exercises and public education and quality assurance functions including in a health-related environment. Minimum one (1) year of direct supervisory experience. Demonstrated knowledge of emergency management program development, applicable legislation and industry standards, disaster exercise initiatives and current emergency management practices. Demonstrated knowledge of relevant Standards, Acts and Regulations. Demonstrated ability in the Region's leadership and core competencies. Demonstrated report writing, analytical and project management skills to meet program objectives and work to tight deadlines. Demonstrated ability to plan, coordinate, implement and evaluate programs and services in assigned program area. Staff supervisory skills including knowledge of collective agreement administration and interpretation, labour relations principles and practices and relevant employment legislation. Excellent interpersonal skills and ability to connect with a range of internal and external stakeholders while focusing on fostering collaborative work relationships. Strong communication and presentation skills. Strong ability to develop relationships and work in welcoming and inclusive environment, where diversity is celebrated and where everyone can develop to their full potential. Advanced skills in virtual platforms and MS Office Suite including the use of virtual platforms for conducting meetings and/or presentations. Required to work outside regular business hours.
