Please note that these roles are for Continuing and Term (contract) positions.The National Capital Region offices are located in Ottawa (including the west end in Richmond), Winnipeg, and Yellowknife. Placement may occur at any of these locations, please select your desired location(s) during your application.The Technical Specialist, Project Management, provides program and project management services to support the delivery of infrastructure and environmental projects. The incumbent acts as a technical specialist for the Client-Partners, providing support and producing deliverables for complex infrastructure and environmental projects. The incumbent undertakes research, and conducts studies and assessments to provide technical advice to the Client-Partners.KEY AND PERIODIC ACTIVITIESThe duties and responsibilities listed below are representative but not all-inclusive:PrimaryResearch, prepare and present documentation required for long-term projects (e.g. approvals, statements of work, projects charters, budgets, policies and procedures)Complete project management from initiation to closure for infrastructure and environmental projects, including new construction, major recapitalization and environmental assessment and remediationSupport Client-Partner project approval processes by facilitating decision making within Client-Partner organizations through the development of business case analysis, functional space programming and other documentationCoordinate work with Client-Partner representativesParticipate in procurement planning and prepare tender documentationCoordinate activities of consultantsAct as the representative of the project director or project manager, within DCC delegated signing authorityUpdate program and project databasesMonitor and control project schedule and costsSupport and/or lead business development activitiesDevelop and maintain effective relationships within DCC, and with industry, the Client-Partners and/or stakeholdersEnsure quality standards are met, in line with corporate and Client-Partner expectationsManage riskOtherPrepare monthly reportsOther duties as assignedSkillsGeneral and Specific KnowledgeBest practices, methods, trends and legislation in real property, environmental services and construction servicesClient-Partner project management policies and proceduresTreasury Board Secretariat policies and proceduresProject and risk management principlesFormal Education And/or Certification(s) And ExperienceMinimum: college diploma in engineering, architecture or related field with five years’ relevant experience, or the equivalentPreferred: university degree in one of the above fields and/or additional training or experience in project managementAbilitiesUse applicable computer software and operating systemsApply project and risk management techniquesDEVELOPMENT AND LEADERSHIPProvide functional direction and advice to employees and to Client-PartnersWORKING CONDITIONSTypical office environment with occasional travelSome work may be located on construction sites; incumbent may occasionally be required to wear basic safety equipmentCheck Out The BenefitsWorking with DCC offers excellent opportunities for growth – and entitles you to one of the job market’s best benefits packages. Typically to be eligible for a "Reliability" clearance, you must have five years of verifiable background information and to be eligible for a "Secret" clearance, you must have 10 years of verifiable background information. The process usually involves reference inquiries, verification of qualifications, criminal records checks, and credit checks (as required) and may require fingerprints. For more information about obtaining a security clearance, please review the Standard on Security Screening .RequiredThe appropriate security clearance is a condition of employment and it is the candidate’s or employee’s responsibility to ensure, they are able to obtain and maintain their required security level clearance to begin or continue their employment with DCC.Failure to obtain or maintain, the appropriate level of security clearance means either the candidate or employee will not receive a job offer, the conditional offer will be rendered null and void or their employment will be terminated with cause. A thorough security clearance process will be applied to all candidates or employees considered for an appointment; this process includes inquiries, verifications and assessments regarding matters such as, but not limited to:criminal record checksreference checksprevious employmentopen source checkscredit/financial statusDCC's Code of Business Conduct (Code) is a condition of employment. It serves to enhance public confidence in the integrity of DCC Employees and provides clarity to Employees on a number of issues, including real or perceived conflicts of interest.
