Senior Manager of Human Resources Location: Esquimalt, BC (On Site) Employment type: Full-time, Permanent, Regular Salary: $135,479.18 - $153,953.61 annually Competition No.: 25-65 About the Opportunity The Township of Esquimalt is seeking an experienced and forward‑thinking Senior Manager of Human Resources. Reporting to the Chief Administrative Officer, this role leads the organization in HR strategies and programs, oversees core HR functions, and provides strategic leadership in labour relations, including collective bargaining, union‑management relations, and compliance with employment and labour legislation. Key Responsibilities Develop and implement HR strategies aligned with the Township’s strategic objectives. Oversee core HR functions such as recruitment, performance management, compensation, and employee relations. Lead labour relations initiatives, manage collective agreements, and conduct negotiations with union partners. Promote a high‑performance, inclusive culture and ensure employees are engaged and aligned with organizational values. Provide strategic advice to senior leadership on people‑related matters and ensure compliance with relevant legislation. Required Qualifications Undergraduate degree in Human Resources Management, Public Administration, Business Administration, or equivalent. Minimum 7 years of progressive senior HR leadership experience in a unionized setting, preferably in local government. Strong experience in labour relations, conflict resolution, and collaborative problem‑solving. Excellent communication and interpersonal skills.
