Project Engineer/Officer

Responsibilities
- Undertake and be responsible for the planning, scheduling, coordinating, and monitoring of assigned technical projects/contracts from inception and approval to final acceptance.
- Manage external design agencies for engineering design oversight contracts related to Human Factors Engineering, Pressure Boundary Applications, Fire Protection Engineering, and other technical services in support of the APM DGR facility design development.
- Ensure design management process requirements are adhered to with a focus on design verification.
- Develop project execution strategies and plans including objectives and scope definition, cost estimates, schedule, etc.
- Provide advice and guidance to others involved in the interconnected and cross project activities.
- Arrange meetings as required to coordinate requirements and progress with internal and external stakeholders.
- Communicate regularly with internal stakeholders and other designated contacts within the NWMO to understand competing priorities.
- Prepare compliance matrix to ensure all project requirements identified during the scope are complied with.
- Meet with consultants and contractors as required to interpret requirements, review progress, address deviations from plans and obtain cooperation in processes and discuss ideas.
- Develop reports on project status and progress as required including variance reports.
- Actively participate in the preparation of engineering documents required to support Tailored Impact Assessment Guidelines required by Impact Assessment Agency of Canada including:
- Reviewing, consolidating, and authoring technical engineering documents to support Regulatory License Application submissions.
- Reviewing technical documents and provide feedback on completeness and adherence to technical and regulatory requirements.
- Monitor compliance and ensure that all work activities reflect an awareness of, and compliance with regulatory requirements, adherence to applicable codes & standards, are consistent with industry best practices, and meet NWMO’s quality requirements.
- Communicate (written and oral) findings of work to stakeholders, including technical and non-technical audiences.
- Promote and support a strong safety culture to meet NWMO’s Human Performance requirements and ensure Health Safety and Environment Safety requirements are met or exceeded.
- Perform other duties as required.
Qualifications and Experience
- Four-year university degree in Engineering.
- A minimum of 8-10 years of relevant experience in full cycle projects and contract management. This experience should include the management of complex technical projects from concept through to operations.
- Must have comprehensive knowledge of contract and project management principles and practices, including conceptual planning and all phases of design.
- Direct experience preparing design documents in support of regulatory submissions.
- Working knowledge of Microsoft Office Programs (Outlook, Teams, Word, Excel, PowerPoint).
- Experience in the preparation of design input and design output documentation (e.g., design requirements, design descriptions, design specifications, design calculations, design reports, technical specifications, etc.).
- Ability to read, analyze and interpret technical specifications and procedures, governmental regulation, policies and procedures, and technical reports.
- Must be able to communicate effectively in both oral and written form and have excellent professional presentation skills to present information and respond to questions from public officials, contractors, the public, and other stakeholders.
- Proven organizational ability and attention to detail.
- Initiative-taker who can work independently, displays initiative, problem recognition, synthesis, and problem-solving ability.
- Strong people skills, experience working collaboratively within a multi-disciplinary team and with external contractors.
- Must be capable to work under tight deadlines and be flexible to travel when needed.
The following are considered assets:
- Registered, or eligible to be registered, as Professional Engineer in the Province of Ontario.
- Knowledge of Human Factors and/ or Fire Protection and/or Pressure Boundary Applications.
- Strong writing skills and the ability to distill complicated technical documents into concise summaries.
- Familiarity with project and contract management.
- Experience working at a Licensed Nuclear Facility.
- Knowledge in the preparation of design documentation in support of regulatory submissions.
- Knowledge of Federal Impact Assessment Act requirements for large capital projects.
- Knowledge of CSA standards (e.g., CSA N292 series, CSA N285 series, CSA N289 series, CSA B51, etc.).
- Knowledge of nuclear quality requirements (e.g., CSA N286, N299) and other industrial quality standards (e.g., ISO 9001, ISO 17025).
- Experience in large capital infrastructure projects with multiple stakeholders.
