REPORTS TO: Executive Director, Safe Sport
CLASSIFICATION LEVEL: M3

Please note, this position is intended to be a hybrid role based in either Ottawa or Winnipeg. Currently, our head office is in Ottawa, but we are considering establishing an office in Winnipeg in the near future.

The Senior Manager, Victim Support and Communication, is responsible for managing all aspects of mental health and support services within the Canadian Safe Sport Program (CSSP). The Senior Manager is responsible for supporting and directing participants both within and outside of the Universal Code of Conduct to Prevent and Address Maltreatment in Sport (UCCMS) to available services. The Senior Manager will receive feedback from victims/survivors and make recommendations to ensure the system and its processes are safe, reliable and trauma responsive. In coordination with the Executive Director, Safe Sport, the Senior Manager will also manage communication with victims/survivors and oversee tailored public awareness campaigns under the CSSP. This role actively shapes the Victim Support and Communication team’s structure, processes, and direction as the Safe Sport program evolves in its developmental phase. The Senior Manager will lead the Victim Support and Communication team effectively to ensure the goals and desired outcomes are realized.

DUTIES AND RESPONSIBILITIESLeadership and Management
  • Provide guidance, evaluate performance, recommend training and development opportunities and collaborate with HR on matters related to their direct report/s to ensure alignment with program and organizational objectives.
  • Oversee all aspects of the mental health and support services program.
  • Support the budgeting process and strategic planning as required.
  • Participate in committees and other external meetings as required.
Mental Heath and Support Services
  • Develop and oversee agreements with third party vendors.
  • Identify and regularly update provincial/territorial mental health and support services with the capacity and expertise for helping victims/survivors.
  • Support the creation of clear, transparent and inclusive criteria and processes for users seeking guidance from the CSSP.
  • Develop relationships with international partners to improve and advance victim/survivor support services with the CSSP.
  • Lead committees involving victims/survivors alongside the Senior Manager, Program Policy and Quality.
Intake and Investigation
  • Work with Director, Intake and Assessment, on issues outside of CSSP jurisdiction and ensure timely follow up with reporting person.
  • Ensure timelines under the CSSP Rules are adhered to when communicating with the reporting person.
  • Recommend amendments to policies and procedures based upon feedback in coordination with the Director, Intake and Assessment, Director, Investigations and Systems, and Senior Manager, Program Policy and Quality.
  • Ensure information and communication involving victims/survivors is appropriately tracked within the database(s).
  • Provide support to the Director, Investigations and Systems, in ensuring external investigators are appropriately trained on maltreatment and trauma-informed practices.
  • Work with Director, Investigations and Systems to remedy situations when a participant has concerns about how an external investigator is conducting the investigation in relation to their safety.
Victim/Survivors Feedback and CSSP Improvements
  • Work with Director, Investigations and System, and IT to develop methods by which victims/survivors can provide feedback on the CSSP.
  • Offer recommendations and manage improvements to the methods and processes victims/survivors utilize to contact the CSSP.
  • Support after care where needed with participants.
  • Prepare monthly reports for the Executive Director, Safe Sport, on feedback from victims/survivors on the CSSP.
Communication and Public Awareness
  • Ensure website content and other means of communicating with participants are trauma informed.
  • Work with Director, Communications on press releases, advisory notes, and other correspondence under the CSSP, particularly directed at victims/survivors.
  • Manage social media accounts for the Safe Sport Program.
  • Support the Executive Director, Safe Sport, and Director, Communications, in working with external ad agencies on CSSP public awareness campaigns.
Quality Management System
  • Develop internal quality controls, ensure team effectiveness, compliance with quality processes, and identify potential risks.
  • Manage risk mitigation strategies and ensure stakeholder feedback is logged in the Quality database for tracking and follow-up.
Qualifications and Competencies
  • University degree in the field of law, social work, social sciences, communication or equivalent combination of education and experience.
  • Over five years of progressive experience in relevant managerial positions along with demonstrated success in managing multi-faceted programs across a broad stakeholder sector with budget oversight.
  • Knowledge of the UCCMS and its implementation across Canadian sport systems.
  • Knowledge of the regulatory and policy environment within which the CCES operates.
  • Demonstrated success in personnel oversight including employee development and performance management.
  • Success in achieving project goals while leading a team in fulfilling multiple project deliverables in a complex environment.
  • Successful track record of performing effectively in a team setting and driven by team success.
  • Able to work in a collaborative, supportive fashion and bring people together in a way that promotes the organization’s best interests in keeping with the CCES corporate culture.
  • Knowledge of the greater Canadian sport community, values-based education programs, and social change programs.
  • Comprehensive understanding of current ethical issues impacting sport.
  • Professional conduct, sound judgement and leadership skills. Strong interpersonal skills including tact, diplomacy, and flexibility to work effectively with colleagues, peers and direct reports.
  • Demonstrated organizational, time management, problem solving and conflict resolution skills.
  • Proficient in MS Word, Excel, PowerPoint, Outlook.
  • Excellent English verbal and written communication skills.
  • French verbal and written communication skills preferred.
