As part of the ONxpress consortium, Alstom is proudly working to transform the collective mobility of the Greater Toronto and Hamilton areas (GTHA) through the On-Corridor Works project. The GO Expansion scope includes:

  1. New electric locomotives
  2. Fleet upgrades
  3. Train control systems
  4. Network electrification
  5. Signalling
  6. Telecommunications and digital systems
  7. And much more
Objective

In close collaboration with the Head of the Signaling activities for this project, you will:

  1. Manage and organise the Signaling Engineering Team according to business and Project needs in-line with central engineering guidelines.
  2. Execute Signaling engineering projects according to QCD commitments.
  3. Manage workforce according to workload (firm projects, forecast projects, tender) and ensure Best Cost Country roadmap.
  4. Drive co-engineering especially with process engineering and co-development with supplier via Procurement.
  5. Push improvement programs based on central recommendations (methodologies/tools and APSYS engineering) and local initiatives.
  6. Develop on-site engineering staff including succession plan and competency matrix deployment.
  7. Apply common processes, methods and tools and capture Return of Experience for continuous improvement.
  8. Supervise products, key technical decisions and safety-critical issues and capitalise Return of Experience.
  9. Monitor project to cost programs in engineering.
  10. Manage cost center, budget preparation and monitoring Structural Overheads including recovery during the year.
  11. Support and promote innovations.
Responsibilities
  1. Management and organization of the engineering department.
  2. Manage interfaces with other stakeholders on-site for co-engineering especially with process engineering and co-development with sourcing/supplier.
  3. Contribute to site strategy Engineering improvement on projects including cooperation and change management.
  4. Appoint Tender/Project Engineering teams.
  5. Monitor site engineering activity and inform Project Director and Global Engineering about major events.
  6. Communication to engineering team.
  7. Performance measurements.
  8. Engineering tender commitment and project engineering QCD.
  9. Management of site engineering workload and workforce.
  10. Ensure Ethics and Compliance, EHS in engineering.
  11. People and resource management.
  12. Respect of engineering processes, tools, and methods.
  13. KPI targets from Site Engineering Director dashboard.
  14. Supervision of key technical decisions and safety-critical issues.
  15. Monitoring of engineering actions in project to cost programs.
  16. Managing engineering cost centre.
  17. Supporting and promoting innovations.
  18. People management cycle management on-time and quality of data with associated training and development plans to reach target competence level.
Education Requirements

Bachelor's Degree of Science in Engineering, Computer Science or scientific subjects.
P. Eng certification or in progress preferable.

Experience Requirements

10+ years of Signaling experience.
5+ years of team management of engineering team.
Engineering background including project deployment full lifecycle view until commissioning.
Desirable: Products and services knowledge on different market segments (Urban, Mainline).
Engineering product development full lifecycle view.
Safety background.
