The City of Saskatoon is looking for our new Temporary full-time Senior Financial Business Partner

The work you'll be involved in:

The Senior Financial Business Partner is responsible for planning, directing, coordinating, integrating and delivering senior financial business support functions for the Strategic Partner Divisions and Departments. Responsibilities will include:

  1. Leads a financial team responsible to provide expert business support and partnerships with the following City of Saskatoon Divisions: Corporate Financial Services, Strategy and Transformation, Human Resources, City Clerks, City Solicitors and City Managers and others.
  2. Leads and coordinates the budgeting process and participates in business and strategic planning for each Division.
  3. Supports organizational change initiatives and associated process improvement.
  4. Establishes and maintains strategic relationships with assigned portfolios to assist and support the achievement of corporate initiatives.
  5. Oversees day-to-day finance functions such as time and attendance processing, accounts payable, accounts receivable and vendor and customer master data maintenance.
  6. Research, implement and train on financial controls.
  7. Ensures the accuracy, completeness, and accessibility of financial information. Leads the analysis and reporting of this data to assess trends, performance, and sustainability of various initiatives or programs along with exploring potential scenarios to guide future decisions.
  8. Ensures information used to assess the viability of initiatives is relevant, appropriate, plausible, complete and accurate.
  9. Coordinates the financial aspects of Annual Performance Reports for all business areas within the Divisions.
  10. Provides professional advice to the Divisions relating to financial planning and accountability, report writing, and business planning.
  11. Monitors the long-term financial status of all reserves and provides oversight in this regard to the General Manager/Chief and Department Directors.
  12. Oversees and analyzes all depreciation and asset evaluation processes within the Divisions, including the Tangible Capital Asset reporting requirements.
  13. Ensures Divisional financial strategies and policies are aligned with corporate strategies and policies.
  14. Provides outcome-based direction in the preparation of all Divisional operating and capital budgets. Reviews, research, and proposes options for the financing of capital and operating programs.
  15. Develops and manages all communications strategies relating to Divisional financial programs including marketing, customer or utility rates, and customer service/interface functions within the Divisions.
  16. Oversees all accounting and cash handling procedures for the Divisions. Coordinates periodic audits and inspections to verify procedures are being strictly adhered to.
  17. Oversees and manages senior level funding initiatives that pertain to the Divisions. Monitors departmental requirements and ensures that information such as schedules, cash flow, and funding are in place and all corporate stakeholders are fully informed of their status and obligations.
  18. Prepares and presents reports to Committee and Council.
  19. Performs other related duties as assigned.

What we are looking for:

Typically to be successful in this role, a person will have:
  1. Degree in a related discipline plus the possession of a recognized professional accounting designation, i.e. CPA, CA, CMA, CGA.
  2. Seven to nine years' progressively responsible related experience in accounting, budgeting, financial analysis, business administration, rate and fee modelling and design, including five years experience supervising and coordinating staff.
  3. Thorough knowledge of the principles and practices of management and organizational planning.
  4. Thorough knowledge of the budget process, as well as accounting principles and practices.
  5. Knowledge of the principles of financial management information and internal control systems.
  6. Ability to provide leadership and consultation through problem-solving, consensus, stakeholder involvement and dialogue.
  7. Demonstrated ability and willingness to be accountable for personal performance and the performance of staff.
  8. Ability to establish and maintain effective working relationships with civic staff and officials, representatives of other agencies, and the public.
  9. Demonstrated ability to direct and support staff in achieving desired results.
  10. Ability to express ideas and concepts by communicating effectively, both orally and in writing.
Weekly Hours: 40

Salary Range: $117,900.96 to $138,533.28 CAD per annum (2022 rates)
