Reporting to the Chief Administrative Officer (CAO) and serving as a member of the Senior Leadership Team, the position of Senior Planner/ Director of Community Infrastructure & Growth is responsible for providing the function of Senior Planner for the Town of Crossfield and providing strategic leadership and direction to the Community Infrastructure and Growth Division, which includes Planning & Development Services, Transportation Services, Water & Wastewater Services, Engineering Services (contract), and Economic Development.

Essential Functions

SENIOR PLANNER

  • Lead the review, recommendation, approval, monitoring and regulatory enforcement processes for all proposed and existing land use developments to ensure conformity with Town bylaws, policies, goals, building and environmental regulations.
  • Lead the evaluation of land use and growth needs of the community within a regional context and develop and recommend short and long-term plans.
  • Provide advice and respond to inquiries from and/or liaise with residents, internal departments, other governments/agencies, elected officials, and special interest groups, etc. on planning matters.
  • Facilitate public consultations, workshops, and meetings to gather feedback, address concerns, and foster community engagement in the planning process.
  • Undertake representative duties as the Senior Planner with the community, province, businesses/industries, professional associations, and inter-municipally as required/directed; including attendance at hearings and meetings.
  • Lead complex policy and regulatory projects such as, but not limited to, the creation of new or updates to existing planning documents including policies, bylaws and plans.
  • Utilize demographic data, economic indicators and GIS mapping tools to analyze trends, assess community needs and inform strategic planning decisions.
  • Work with the Town’s engineering and planning contractors to ensure new development complies with and meets existing Town development standards and bylaw requirements.
  • Collaborate with internal departments and engineering and planning contractors to ensure coordination and integration of planning initiatives with other municipal functions.
  • Build and maintain positive relationships with external stakeholders, including but not limited to developers, community groups and government agencies, to facilitate cooperation and consensus-building.
  • Stay abreast of emerging trends, legislation and best practices in Urban Planning.

STRATEGIC LEADERSHIP

  • Assume a leadership role in the development and delivery of Divisional goals and objectives to support the successful achievement of Council’s Strategic Plan.
  • Participate as a member of the Senior Leadership Team.
  • Lead the development of long-term operational and resourcing strategies (10+ years), for functions within the Division, that support future growth and sustainability of the Division and the broader organization.
  • Provide general counsel to the CAO on all Divisional matters and update the CAO of ongoing functions within the Divisional area.

DIVISIONAL RESPONSIBILITIES

  • Develop comprehensive plans and policies for infrastructure development, urban growth and community enhancement, aligning with the Town’s vision and goals.
  • Direct the planning, design and implementation of infrastructure projects to support population growth and economic development.
  • Coordinate with other municipal stakeholders, government agencies, developers, and regional partners to leverage resources, streamline processes and achieve shared objectives.
  • Maintain financial control of the Divisional area, including the development and monitoring of budgets, while accounting for all capital and operating expenditures in accordance with approved budgets.
  • Manage service contracts within the Divisional area. (recycling, solid waste collection, transfer site, etc.)
  • Lead the research, analysis and formulation of policies, bylaws, and guidelines in alignment with provincial legislation and best practices in urban planning.
  • Undertake special projects and perform other duties as assigned, in accordance with corporate objectives.
  • Coordinate and review the work of consultants, as required, in a project management capacity.
  • Review, develop and recommend new and revised Divisional procedures to respond to changing needs and/or achieve improvements, efficiencies, cost savings and/or revenue generation.
  • Develop reports and recommendations to Council and attend Council meetings to present information relative to Divisional operations and projects.
  • Work in collaboration with the Grant Coordinator on grant applications related to the Division.
  • Ensure risk management and liability exposures are addressed and monitored.
  • Participate in manpower planning for functions within the Divisional area.
  • Oversee the full employee lifecycle for all direct reports, including recruitment, hiring, performance management, mentorship, and professional development, ensuring a cohesive and high-performing team.
Qualifications & Skills

Education and Experience

  • Post-secondary degree in Planning or a related field.
  • Minimum of five (5) years experience in municipal planning or related roles.
  • Minimum of five (5) years supervisory experience with proven leadership and management skills.
  • Working knowledge of municipal infrastructure, including water, wastewater, and roads is considered an asset.
  • Working knowledge of relevant and applicable federal, provincial and municipal legislation, including the Alberta Municipal Government Act, and other associated bylaws, regulations and policies.
  • Proficient with computers and all aspects of MS Office.
  • An equivalent combination of education and experience, sufficient to provide the applicant with the knowledge, skill, and ability to successfully perform the essential functions may be considered.

Skills and Abilities

  • In-depth knowledge of municipal planning principles, land use regulations, zoning bylaws, and provincial planning regulations.
  • Strong analytical, research, and problem-solving skills, with the ability to interpret and apply technical data to planning decisions.
  • Impeccable attention to detail, high level of accuracy.
  • Demonstrates ambition, initiative, and decisiveness, works well under pressure, meets deadlines and is adaptable to changing priorities.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders and facilitate consensus-building.
  • Proven experience in contract and project management, including the ability to prioritize tasks, manage competing deadlines, and work independently or as part of a team.
  • Demonstrated ability to comprehend and simplify complex concepts, in a manner that the information can be effectively shared with and understood by various stakeholders.
  • High degree of political acumen.
  • Collaborative leader, with motivation, delegation and influencing skills.
  • Customer service aptitude, ability to deal with difficult situations with tact and diplomacy.
  • Self-motivated and independent; comfortable working with minimal direction.
  • Strong sense of work and personal ethics and a commitment to client confidentiality.

The position is a full-time position (Monday to Friday) and may include evenings and occasional weekends.
