Job Summary:
The Director Policy and Planning will support the work within the Strategic Policy, Planning & Quality (SPPQ) Team. The SPPQ team will be a highly functioning, technical unit that will support the development of tools and processes to assist in the implementation of the strategic management framework.

The Director will oversee and is responsible for the overall coordination, development, implementation and management of the Policy and Planning team. They will conceptualize, research and recommend policy options, including assisting with the development of new policies, procedures, and guidelines to address emerging areas of concern.

The Director of Policy and Planning is directly accountable to the Senior Director, Strategic Policy, Planning & Quality with further accountability to the SLFNHA CEO & President.

Minimum Qualifications:

  • Persons of First Nations ancestry will be given preference (OHRC, Part II, Special Employment).
  • Ability to communicate in one of the First Nation dialects within the Sioux Lookout Zone an asset.
  • Experience working with First Nations communities in the Sioux Lookout region.
  • Relevant university degree or an equivalent combination of education and experience.
  • 6 to 10 years progressive experience in the health sector, which may include direct client service delivery, program planning, and policy development.
  • 3-5 years of experience leading, supervising and managing multi-disciplinary teams.
  • Demonstrated understanding of and competence in, serving culturally diverse populations knowledgeable of First Nations’ people, history, culture, health priorities and social issues.
  • Must have working knowledge of political, legislative and regulatory process impacting First Nations health.
  • Ability to prepare and deliver high quality written reports and presentations for diverse audiences with the ability to express ideas clearly, concisely and respectfully.
  • Understand and facilitate health planning discussions and the interrelationship with health policy and legislation.
  • Knowledge of social determinants of health, program planning, policy development, implementation, and evaluation.
  • Knowledge of group dynamics and how to navigate working with diverse groups.
  • Ability to perform the requirements of the role on a regular basis.
  • Proficient in MS Office (Word, Excel, Outlook and PowerPoint).
  • Possess strong communication, interpersonal skills; problem solving skills, conflict management skills and strategic planning.
  • Ability to effectively prioritize and execute tasks in a fast-paced environment.

Roles and Responsibilities

  • Develop strategies and mechanisms to support a policy, planning and decision-making framework to ensure that alignment of all decisions and planning at various levels is in accordance with direction from leadership.
  • Research, review, monitor and analyze provincial and federal government initiatives, legislation, policy and operational plans which affect the health and health services for First Nations in the Sioux Lookout area.
  • Provides strategic and operational support to development of First Nations community and regional health plans and processes.
  • Draft correspondence, proposals, discussion papers, internal documents and briefing notes for SLFNHA CEO & President, Board of Directors and Chiefs Council on Health (CCOH).
  • Facilitate, articulate and communicate linkages between government policy directions and First Nations directions.
  • Assist in the review, development and standardization of policies and procedures, service levels standards and evaluation mechanisms.
  • Ensure that appropriate policies and practices are in place to ensure compliance with relevant Legislation and Regulations and corporate By-laws.
  • Identify the interrelationship of diverse planning issues and advise on how to most effectively integrate organization and regional planning efforts.
  • Review, monitor, analyze and evaluate strategic plans in order to facilitate discussions on future planning cycles.
  • Maintain accountability to First Nations by producing detailed updates and reports.
  • Liaise with First Nations, organizations and other partners and/or service agencies.
  • Facilitate the establishment and strengthening of effective networks and relationships with all levels of leadership/government and other experts as required.
  • Promote and cultivate respectful, collaborative approaches internally and externally.

Human Resources

  • Sets clear performance expectations and provides regular feedback to team members.
  • Oversees the performance management, recruitment and retention of all employees.
  • Determines staffing resources, succession planning, training and development needs.
  • Ensures employees are adequately trained to fulfill the duties and responsibilities related to their positions.
  • Ensures employees are aware of, understand and abide by the SLFNHA policies and procedures.
  • Responsible for the assignment of work, coaching and mentoring, approving leave, responding to grievances, conducting Workplace Incident Inquiries, and initiating progressive discipline processes as required.

Financial Management and Oversight

  • Manage and monitor operational budgets and expenditures within approved budgets.
    Identifies potential funding sources, prepares grant proposals, and cultivates partnerships with funding partners.
