Financial Analyst 3 Reporting to the Supervisor, Financial Services, the incumbent will: Co-ordinate, evaluate and analyze five/ten-year economic forecasts and departmental budgets including General Tax, Water Supply and Sanitary Sewer Systems and Solid Waste ManagementProvide ongoing strategic planning, consultation, and advisory services for the business plans and budgets corporatelyMonitor, review and analyze expenditures to ensure established expenditure limits and funding requirements are within the approved limitsEvaluate procedures of the internal control system and recommend improvementsUtilize the Maintenance Management and PeopleSoft FIMS for validation and analysis of data Research and provide financial information to assist with the preparation of budget reports, memos, and presentations for Committees and CouncilAssist with the preparation of the annual budget presentations for Committees and Council, and other ad-hoc reportsFormulate and execute year end procedures and create carry-over reports identifying unfinished year-end projectsLeading and participating in a variety of projects in support of both Works department and corporate initiatives to provide budget and financial expertise to multi-disciplinary teams to support various program operationsRepresent the division/department at budget, financial and general meetingsAdvise department staff on financial matters The successful applicant will possess: A three-year Accounting or Business Administration Diploma or a related discipline At least three years of related work experience in a municipal accounting/financial environmentKnowledge and understanding of municipal accounting and budget policies and procedures, as well as Canadian Institute of Chartered Accountants (CICA) including Generally Accepted Accounting Principals (GAAP)Understanding of the Region's Budget Management Policy, Purchasing By-law and Tangible Capital Asset PolicyExperience in Microsoft Office software (Word, Excel, PowerPoint, Visio), PeopleSoft FIMS, and Maintenance Management SystemExcellent verbal and written communication skills, interpersonal skills, time management, and organizational skillsThe ability to examine, analyze, critique and evaluate data and prepare reports and budgetsA valid Class G Driver's Licence and access to a reliable vehicle CUPE 1764 Salary Grade 7 This position is with Salary Grade 7 and will be paid at the following hourly rates:- Start: $47.00 - Six Month: $49.61 - Job: $52.22 Conditions of Employment All applicants are expected to comply with the Region of Durham's Code of Ethics and Code of Conduct Policies throughout the recruitment process.
