As a Data Steward/Data Quality Program Lead, you will develop and manage data stewardship programs and data quality initiatives, lead committees and working groups, and ensure good governance of health system data.

You will utilize your proficiency with data management platforms such as Microsoft Azure and Profisee (or equivalent) and MS SQL to establish and implement data governance and management best practices and ensure adherence to those practices, conduct data quality focused querying/analysis, and investigate/resolve resulting data quality issues. Your ability to engage stakeholders through clear communication and interpersonal skills will help build and maintain relationships, deliver successful training sessions, and support the department’s mission to enhance healthcare delivery.

Primary Accountabilities

Manages and delivers required outcomes for one or more programs, offered directly by a department or indirectly through various organizations throughout the province, while reporting to senior colleagues. Administers Act(s) and/or its regulations in the province, and may perform and exercise any of the powers, privileges, duties, and functions of the Minister as specified in the legislation and the designation. Administering cost shared grants and assistance programs with municipalities. Identifies and designs programs to assist with the evaluation and planning for future direction of programs and policies for municipal and provincial organizations. Activities include program(s) development, business analysis, providing advice and policy recommendations, and may include the resource and capacity management of direct and indirect program resources. Acts as a consultant within government and with provincial and national organizations through the development of training programs and developing, reviewing and evaluating proposals requiring government support. Develops and/or delivers a plan for significant aspects of internal and external communications with guidance from senior colleagues. This includes ongoing monitoring and reporting of programs and providing processes and tools to provide the required information for inclusion on reports. Identifies shortcomings and suggests improvements to existing processes, systems and procedures, then delivers a plan for a small element of a change management program in collaboration with senior colleagues and project team. Delivers a prescribed budget for the program and conducts complex analyses on budget progress while working within established procedures. Allocates resources to appropriate places and develops strategies to ensure program management capacity meets the requirements. Delivers prescribed outcomes for a designated area of financial control. Develops action plans to address budget and/or operational business plan deviations as they occur throughout the fiscal year. Delivers on the established outcomes by managing day-to-day relationships with clients, contract service providers, and team while working within an established contract management plan. May perform other related duties as assigned

Qualifications and Experience


As the ideal candidate for this position, you will have a bachelor’s degree plus 6 years of progressive experience in a related field. An acceptable equivalent combination of training or experience may be considered.

You will possess:

Strong analytical capabilities that you have effectively applied to recognize and resolve data quality issues A good understanding of data management and governance practices from both a technical and business perspective Significant experience managing engagement with internal and/or external stakeholders, Extensive knowledge and understanding of government, and familiarity with the NS health system including health authorities, long term care, primary care and more. Excellent strategizing, organizational and planning skills, Superior project management and time management skills.


In addition to the above, you will possess strong skills in Microsoft OneDrive, Microsoft Teams, Word, Excel and PowerPoint, and the ability and desire to learn new programs. Experience using Microsoft Dynamics 365 for the purpose of correspondence management would be considered an asset.

You will have excellent interpersonal skills and have a high level of competence in both written and verbal communication. As decisions and recommendations may be highly sensitive and political, you will have excellent judgement, a high degree of professionalism along with respect for discretion and confidentiality of information. You must be able to effectively prioritize and respond to high volumes of work.

We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

Working Conditions

Normal work week is 35 hours/week, 7 hours/day May be required to work overtime on occasion
