Role Responsibilities

Reporting to the Manager, Policy and Legislation, this Policy Advisor is responsible for leading project management, legislation review and analysis, advanced policy development and analysis, as well as implementation of strategic policy and strategic framework projects in alignment with ministry priorities related to the provision of public infrastructure. The Policy Advisor liaises with key stakeholders and often represents the department in interdepartmental work teams, and also takes a lead role in carrying out significant policy and strategy projects.

The primary responsibilities of the Policy Advisor include, but are not limited to:

Develops, analyzes, and recommends draft policy, strategies, cabinet materials, or frameworks, and participates or leads ministry or cross-ministry initiatives. Researches legislation, policies, best practices, and identifies and analyzes emerging trends, key policy issues, program opportunities, and developments in other jurisdictions and countries to support leadership planning and decision-making. Builds strong working relationships with internal and external stakeholders and provides strategic advice, guidance, recommendations, and direction to department staff and leadership on Ministry priorities, legislation, draft policies, and on the policy development processes. Operates within the Ministry’s frameworks and operational and business plans and priorities, the GOA’s established policy and legislative development and decision-making processes and protocols, and direction from leadership.

Qualifications

University degree in Public Administration, Business Administration, Social Sciences, or related discipline with 4 years progressively responsible related experience; or equivalent as described below. 

Equivalency : Directly related education or experience considered on the basis of: 1 year of education for 1 year of experience; or 1 year of experience for 1 year of education.

This position requires a cover letter that may be used to assess your communication abilities as part of the screening process. The cover letter must detail how your experience and education meet the requirements of the position. 

Knowledge:

Strong understanding of government policy and legislation, including policy, Ministerial Orders, Orders in Council, Memorandums to Cabinet, Legislation, Regulation, Guidelines, and Frameworks. Experience developing and implementing policy, and interpreting legislation and regulations.  Applied knowledge of policy development processes, including developing materials for cabinet decision.  Experience in policy research, development, implementation, and analysis and internal and external stakeholder engagement processes and instruments. Demonstrated strong political acumen, situational leadership skills, and strategic thinking aligned to the overall goals of the department. Advanced understanding of the political and organizational environments and decision-making processes of government. Experience establishing and maintaining positive working relationships with internal and external stakeholders. Excellent written and verbal communication skills. Experience with research methodologies, techniques, and procedures, including the application of qualitative and quantitative research methods and data analysis.


Assets :

Project Management certificate and/or experience in leading complex projects. Experience working with government stakeholders and/or having worked for a municipal, provincial, territorial, or federal government. Experience with stakeholder engagement using online consultation platforms and/or digital communication tools.

Hours of work:
36.25 hours per week, Monday to Friday 8.15 am to 4.30 pm 

Location:
This position works out of the Neil Crawford Provincial Centre (6950 -113 Street) with close access to the South Campus LRT station and parking.
