We are looking for a Manager, Strategic Policy within NRC IRAP Client Enablement. The Manager, Strategic Policy would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.

Under the leadership of the Director for Planning and Governance, the Manager, Strategic Policy manages a team responsible for providing strategic level support to projects for IRAP, including:

  • Preparing analyses and providing strategic advice on complex innovation and economic files;
  • Facilitating governance and strategic planning processes;
  • Contributing to central agency policy documents (e.g., Memorandum to Cabinet, Treasury Board Submissions, etc.);
  • Conducting research and analysis on technologies and socio-economic trends;
  • Developing relationships with internal and external stakeholders (e.g., Corporate NRC Branches, IRAP Regions and National Programs, Other Government Departments, industry, etc.); and,
  • Managing projects under the IRAP strategy.

The Manager, Strategic Policy supervises a team of resources but also directly supports projects by conducting analysis and preparing reports and briefing material.

As a supervisor, the Manager, Strategic Policy:

  • prioritizes work; defines goals, priorities, and plans;
  • uses project management processes to monitor project performance and ensure project milestones and deliverables are met on time and within the assigned budget;
  • ensures project performance and outcomes are communicated effectively to the team;
  • directs the planning to ensure that the program or project has sufficient human resources, skills or competencies, equipment and facilities (within budget) to achieve objectives or outcomes;
  • leads performance planning and review of personnel and makes recommendations to the Director or Director General regarding training and development, promotions, pay increases and other human resource actions as necessary to achieve objectives;
  • creates a climate that fosters collaboration, innovation, creativity and communication within IRAP;
  • provides resources and/or program delivery leadership on behalf of NRC in enabling large, complex, multi-organization projects and programs; and,
  • acts as a trusted advisor to Client Enablement's Leadership Team.

Education

University degree in science, engineering, business/public administration, law, political sciences, economics, international relations or in another field that is relevant to the duties of this position.

Experience
  • Recent** and significant* experience in strategic analysis, including the preparation and presentation of detailed reports on issues related to innovation, government science and technology policy, and their relevance/implication for Canada.
  • Recent** and significant* experience in providing verbal and written strategic advice and recommendations to Senior Management (Director General level and above).
  • Recent** and significant* experience in corporate level planning, business and/or policy development in a government or business environment.
  • Recent** experience participating in TB Submission, Budget Proposals, and/or Memorandum to Cabinet Processes.
  • Recent** experience working in a complex environment, serving a number of internal and external clients and interacting with multiple stakeholders from government and the private sector.
  • Recent** experience applying general project management principles and practices.

Asset Criteria:

  • Experience in managing staff and budgets.
  • Experience in the field of Government of Canada Grants and Contributions (Gs&Cs).

Significant experience is defined as having the depth and breadth of experience that would normally have been gained performing the duties over a period of three (3) years or more.

** Recent is defined as within the last five (5) years.

Compensation

This position is classified as a Research Council Officer (RCO), a group that is unique to the NRC. Candidates are remunerated based on their expertise, outcomes and impacts of their previous work experience relative to the requirements of the level. The salary scale for this group is vast, from $62,071 to $175,466 per annum, which permits for employees of all levels from new graduates to world renowned experts to be fairly compensated for their contributions.

NOTE: Please note that the full RO/RCO salary scale has five levels. Salary determination will be based on a review of the candidate's expertise, outcomes and impacts of their previous work experience relative to the requirements of the level. As such, the initial salary could be within another level of the RO/RCO salary scale (i.e. above or below the intended level for this position).

In addition, the incumbent will receive the Bilingualism Bonus of $800 per year.
