The opportunity

The Analyst, Reliability Standards Compliance plays an essential part in maintaining the integrity of the IESO-administered electricity markets and the reliability of the IESO-administered electricity market of the IESO-controlled grid. In collaboration with senior analysts, this role will monitor and enforce Market Participants' compliance with Ontario Market Rules and North American Reliability Standards,

Additionally, in this role you will leverage your experience and expertise in electrical transmission, power system modeling and operations to conduct compliance monitoring activities, including audits and assessments of events that may have jeopardized the reliability of the power system, and develop business processes, systems, and procedures to effectively monitor Market Participants behavior and compliance with reliability standards. The focus of this role is monitoring compliance with operations and planning reliability requirements and obligations by Ontario market participants and the IESO.

Occasional travel may be required.

What you'll do

  • Maintain a current knowledge of assessment and compliance activities relating to market rules, market participant activities, and IESO policies and procedures, for the purposes of identifying inappropriate or anomalous conduct by market participants or other activities having an adverse impact on the reliability of the power grid.
  • Undertake investigations and analysis to assess and report on the performance of the IESO administered markets and the conduct of participants within those markets. In accordance with IESO's obligations, policies and guiding principles, report to appropriate individuals and/or units any possible breaches in the Market Rules and Reliability Standards committed by market participants, inappropriate or anomalous market behaviours, or market inefficiencies. Conduct major investigations of possible breaches of the General Conduct Rule, encompassing major market manipulation, exploitation, and deceptive and anti-competitive market conduct.
  • Conduct compliance audits and assessments of Market Participants' compliance behavior.
  • Prepare formal Notices to Market Participants and the IESO, as applicable, ensuring that all Market Rules and reliability standards- obligations are met.
  • Conduct evidence gathering, analysis, develop queries to support these activities, and write reports, as required.
  • Assist in the identification and preparation of witnesses for potential litigation purposes.
  • Work as part of a multi-disciplinary team, including economists, lawyers, and engineers, to draft investigation and audit reports making recommendations regarding possible violations of the Market Rules and Reliability Standards. Assist in assessing the impact of investigated conduct on market outcomes and grid reliability.
  • Assist in assessing the impact of investigated conduct on market outcomes and grid reliability. Present findings and recommendations to support the VP of MACD's consideration of enforcement rulings, determinations and orders.
  • Develop business processes, systems/tools, and procedures to carry out effective monitoring activities for assessing Market Participants' compliance with Market Rules and reliability standards. On an on-going basis, assist in reviewing the effectiveness of existing monitoring and assessment processes, systems and procedures.
  • Maintain indices, as required, to support the monitoring of compliance of participants. Undertake studies, as assigned, and provide necessary support data, reports, and information.
  • Communicate with market participants and other internal groups, as necessary, to respond to requests for data and information, while respecting confidentiality criteria. Work with market participants to promote an understanding of and compliance with market rules, including the appropriate use and interpretation of information relating to market assessment or investigation/audit processes. Provide technical advice, guidance, or written procedural instructions, as appropriate.
  • Create data models using structured and unstructured datasets and apply analytics and visualization techniques for the purpose of deriving key insights and "telling a story" with data.
  • Support the department in the development of corporate frameworks, business processes, tools and/or procedures for monitoring, investigations, audits, and enforcement.
  • Perform other duties as required.

What you need to succeed

Required

  • An academic background or strong knowledge of engineering (preferably electrical engineering), business, commerce, and economics with a focus on power systems is a required foundation to carry out compliance audits and investigations related to IESO-controlled grid operations, grid planning events and participant behaviour
  • Good oral and written communication skills in order to prepare reports and communicate effectively with all contacts at various levels of authority involved in accomplishing work objectives

This knowledge is considered to be normally acquired either through the successful completion of 4 years of university education, or by demonstrating an equivalent level of knowledge through work or related experience.

  • Considerable exposure to develop a good overall understanding of the operation of the IESO controlled grid, with particular emphasis on the assessment and compliance aspects
  • Considerable exposure to system and market operation practices and procedures, including legislation, resource utilization and system control techniques
  • Background that allows for analytical, critical thinking and reasoning skills
  • Demonstrated ability to review vast amounts of information, breaking it down, prioritizing and synthesizing it.
  • Experience with statistical and database software, and using desktop software applications and various PC-based data query and calculation tools
  • Experience with power system planning and operation and/or experience in a compliance monitoring environment ideally in the electricity sector
  • A period of over 8 years up to and including 10 years is typically considered necessary to gain this experience

  • 4-year university degree in electrical engineering strongly preferred
  • Experience in electrical transmission, power system modeling and operation
