Shared Health leads the planning and coordinates the integration of patient- centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.
Position OverviewThe Provincial Clinical Services Consultant collaborates with Health Services Integration & Quality and supports strategic health-care system alignment by leading the coordinated planning and integration of patient-centred clinical and preventive health care pathways and services to ensure consistent, high-quality patient care that effectively serves the provincial population. The Provincial Clinical Services Consultant will influence health service providers in the assigned area(s) of health care (primary, acute, continuing care) across the province, supporting them in identifying and implementing care pathways that effectively serve the provincial population with sustainable health service delivery, and will enable the ongoing development, implementation and continual refinement of Manitoba's Clinical and Preventative Services Plan.
The Provincial Clinical Services Consultant will:
- Work with clinical network members from across the health system to identify priorities, review current practice, inform and support the development of evidence-based clinical care standards, clinical service delivery models and clinical care pathways with a provincial scope that are patient-centred, equitable, evidence-based and endorsed by subject matter experts.
- Engage leaders and critical stakeholders to collaboratively realign system-wide services delivery to better serve the provincial population, drive leading, innovative change across the province, and monitor the effectiveness of implementation over time.
- Provide expert advice to provincial integration leads and provincial clinical services leaders to assist them in removing geographical and environmental barriers to identifying and adopting improved models and methods of patient-centred care.
- Introduce and consolidate clinical expertise to build provincial models of care or care pathways and the provincial implementation plan.
- Participate in building and ensuring the ongoing success of provincial health services networks that govern and influence direct patient care decisions in the service delivery organizations across the province.
- Provide technical/clinical input to ongoing updates of Manitoba's Clinical and Preventive Services Plan, and for clinical and workforce planning and implementation.
- Participate in clinical governance level decision-making teams and influence leaders to adopt, plan, and implement integrated services delivery and inter-organizational partnerships, new province-wide care pathways, standards of practice, tools, and skills to improve patient outcomes with a provincial population perspective.
- Collaborate with multi-organization/cross-jurisdictional clinical network members to develop material supporting the clinical education and training required for end-users, sites or services in the application and implementation of the clinical change within various clinical environments across the continuum of care.
- Collaborate with all other business functions including finance, capital planning, and workforce on integrated teams to ensure effective province-wide planning and integration of services delivery.
- Consider financial limits in developing care pathways and models of care and look for cost effective and innovative methods.
Responsibilities include working closely with the Provincial Medical Specialty Lead - Clinical Health Psychology and fellow team members to deliver support and services tailored to the unique needs of each specialty areas: Emergency / Critical Care / Trauma, Surgery / Anesthesia, Maternal & Child Health, Acute Medicine / Cardiac / Renal, Primary and Community / Continuing Care, Mental Health & Addictions / Clinical Health Psychology, Chronic / Complex Medicine, Cancer / Palliative Care, Seniors / Rehab.
Experience- 5 years of experience in clinical supervision and leadership including:
- 3 years of experience leading, supporting, and coordinating clinical and preventive health services activities.
- 3 years of experience collecting, collating, interpreting, and analyzing clinical literature and data, to develop, implement, monitor, and evaluate clinical standards, pathways, and care delivery/service models.
- 2 years of experience building and maintaining multi-sectoral partnerships including liaising with provincial and national/federal organizations and governments.
- 2 years of experience providing coaching, mentoring clinical professionals, and developing and providing formal training.
- 3 years of experience managing limited business resources (financial, human, physical/material, intellectual), organization change, and influencing internal and external stakeholders.
- 2 years of experience working as a member of a project team to implement clinical change.
- Post-secondary degree in a health profession from an accredited educational institution, a postgraduate degree is preferred.
- An equivalent combination of education and experience may be considered.
- Active member of and licensed with an associated health regulatory body as appropriate.
- Demonstrated mid-level leadership capabilities. The provincial health system in Manitoba has adopted the LEADS in a Caring Environment framework.
- Must be able to work safely in a typical computerized office environment with frequent meetings at multiple client sites, and to lift and carry items of up to approximately 10 kg.
- Interruptions to respond to questions are common dedicated and focused time for planning and concentration can be scheduled.
- Travel throughout the province requiring a valid Manitoba driver's license and use of a personal motor vehicle.
