Senior Real Property Administrator

Manage and oversee the administration of city-owned properties, ensuring efficient and effective operations.

About the Job

This is a complex property management and supervisory role that requires a high level of expertise and experience in real property administration.

Key Responsibilities
  • Supervise and review the work of subordinate staff, providing training and interpretation of property management policies and procedures.
  • Develop, recommend, and implement new and revised operating policies, procedures, occupancy and usage guidelines, and property management methods.
  • Calculate the value of city assets, including buildings, contents, and equipment, for lease, rental, sale, and fire insurance purposes.
  • Conduct regular property inspections, recommend repairs, maintenance, or demolition of rental properties, and participate in the tendering process.
  • Advertise and show properties for lease or rental, prepare and execute rental/lease agreements, and oversee the collection of rent and other fees.
  • Implement energy conservation, emergency preparedness, health and fire safety, and preventative maintenance procedures.
  • Monitor and direct the work of third-party property managers and maintenance staff, review accounting, operating, and reporting records and procedures.
  • Classify tax-exempt properties, prepare permissive property tax exemption applications, and estimate operating/capital and maintenance budget requirements.
  • Provide research and technical support on property management matters for senior staff and Council, and oversee website content related to property management.
Qualifications
  • Completion of a Bachelor's Degree in Urban Land Economics or a related discipline.
  • Considerable related experience, or an equivalent combination of training and experience.
  • Thorough knowledge of property management principles, practices, and procedures, as well as property values and real estate market conditions and trends.
  • Ability to provide work direction, guidance, mentoring, and feedback to other staff, prepare assessments, calculations, and analyses, and negotiate lease terms and rates.
  • Ability to establish and maintain effective working relationships with internal and external contacts, prepare correspondence, records, reports, and budgets.
