PURPOSE OF THE POSITION:

Specialist - Locomotive Budget and Reporting will lead the strategic forecasting, tracking, and reporting of OpEx and CapEx expenditures for the Mechanical Locomotive department. This role is pivotal in managing and optimizing budgetary spend to ensure maximum locomotive availability, adhering to both budgetary constraints and regulatory requirements

POSITION ACCOUNTABILITIES:

  • Manage processing and/or validate invoicing associated with the Long-Term Parts Agreements, including other third-party agreements, as applicable
  • Ensure accurate warranty tracking for materials per contract, and file warranty claims regularly
  • Manages outsourced locomotive maintenance activities or repairs: Assist with negotiating changes to contracts, ensuring that controls are in place for the effective cross-billing of charges related to the locomotive contracts
  • Manages Improvements in operational effectiveness through lean continuous improvement, system and standard setting, performance scorecards, and leveraging process management
  • Ensure accounting and reporting processes comply with applicable internal control (SOX) requirements, as applicable
  • Identify, analyze improvements to processes and implement selected solutions
  • Lead the monthly budget outlook for the associated Locomotive maintenance materials and third-party expenses
  • Prepare and present detailed financial reports and forecasts to executive leadership, offering actionable recommendations
  • Leads annual OpEx and CapEx budget planning for Locomotive Maintenance, Servicing and Overhauls, Locomotive facility infrastructure and shop equipment improvements and replacements
  • Liaise between Mechanical, Finance, HR, and other business divisions as the need arises
  • Manage the development and execution of multi-year capital and SMA initiatives which improve MS's ability to provide improved and more cost effective servicing and repair of locomotives
  • Supports the justification of equipment modifications and/or changes to maintenance procedures
  • Participates in locomotive long-term planning teams

POSITION REQUIREMENTS:

  • Undergraduate/Graduate degree in Commerce, Accounting, Finance, Economics, Mathematics, Engineering, or other relevant fields
  • Accounting designation considered an asset
  • Minimum of 3-5 years' experience in budget management, financial forecasting, and operational oversight, preferably within the transportation or mechanical engineering sector
  • Proven track record of managing large-scale OpEx and CapEx budgets
  • Expert knowledge of Microsoft Excel Modelling
  • SAP, or other related ERP experience
  • Advanced proficiency in BPC or in other financial management software and tools
  • Strong analytical skills with the ability to interpret complex financial data and provide strategic insights Ability to condense extensive data into easily understandable terms
  • Exceptional communication and presentation skills
  • Strong organizational, time management and relationship management skills
  • Experience with process improvement methodologies such as Lean or Six Sigma
  • Knowledge of Railway or Heavy Equipment industries will be considered as an asset
