The Purchasing & Materials Management Division is a critical function within the City of Toronto's complex multi-site, multi-division and multi-stakeholder environment, partnering with all City divisions, designated agencies and corporations in order to procure goods and services at the best value.

Job Summary


Reporting to the Manager, Category Management & Strategic Sourcing, the Sourcing specialist is responsible for supporting the development and leading the execution of end-to-end strategic sourcing initiatives in accordance with category and sourcing strategies determined by the Category Manager and Category Management Lead.

In addition, the Sourcing Specialist will be responsible for leading analytical efforts on each initiative and working with internal and external stakeholders to project manage the end-to-end procurement process.


Major Responsibilities:

  • Develops and executes strategic sourcing initiatives using various sourcing vehicles including RFPs, RFQs, Negotiated RFPs, Tenders, and Supplier Prequalification via the City's Ariba Platform.
  • Assists internal clients with requirement gathering, strategic sourcing activities, benchmarking and gathering supplier performance information.
  • Provides project management and change management support to ensure successful implementation of sourcing strategies by participating in weekly project status meetings, tracking progress against action items and providing updates.
  • Coordinates responses to vendor questions and addendums. Drafts and issues Addenda documents.
  • Develops Evaluation Scoring methodologies using established matrices. Leads the proposal evaluation process including drafting performance surveys, reviewing, and scoring evaluators, participating in final technical scoring, and developing scoring summaries for review and finalization.
  • Reviews Pricing Evaluations submissions for accuracy and compliance and conducts cost analysis using engineering estimates. Finalizes Cost of Services Scores.
  • Coordinates lessons learned sessions for each strategic sourcing project, and documents and incorporates into closeout report.
  • Conducts post award supplier debriefing activities, documents required for audit, FOi (Freedom of Information) requests and pre and post award disputes).Collects data, and analyzes and compares key performance indicators to leading practice benchmarks.
  • Researches information on price changes of specific commodities to assist in the strategy and to estimate future inflation costs
  • Develops annual spend analysis over last 5 years using software including Ariba and SAP. Validates spend with divisions to update baselines.
  • Verifies financials against baseline estimates and pricing submission forecast cost benefits.

Key Qualifications:

  • Bachelors Degree in Business Administration, Commerce, Engineering, Economics OR any other related disciplines OR combination of education and work experience in the same capacity
  • Extensive experience within roles related to purchasing, contract management, vendor/supplier management and/or supply chain.
  • Extensive experience developing and executing various procurement models including RFQs, Request for Tenders, Request for Proposals and Negotiation Request for Proposal.
  • Experience conducting research on market trends, spend and needs analysis, forecasting costs and financial benefits.
  • Experience supporting and/or leading the development of sourcing strategies, negotiation strategies, analyzing spend, identifying cost benefits.
  • Experience with build positive working relationships with professionals with internal clients.

You Must Also Have:

  • Knowledge and/or experience with public sector procurement policies, procedures, bylaws and/or laws considered is an asset.
  • Certified Public Procurement Officer and/or Certified Public Procurement Officer Designation(s) is an asset.
  • Knowledge and/or experience in Construction, Engineering, Facilities Management, Operations & Maintenance, and/or Capital Projects is an asset.
