Position Summary:


Reporting to the General Manager of Human Resources, the position serves as a key member of the Human Resources management and leadership team.

The position is responsible for the negotiation and administration of the collective agreements and terms and conditions of employment for unionized and non-unionized employee groups.

The position provides leadership, direction, and support to staff, school administrators, senior and mid-management, and unions on matters relating to staffing allocations and processes, labour and employee relations including the interpretation of collective agreements and employment contracts, performance management, progressive discipline, workplace and child abuse investigations, and resolution of workplace conflict.


Key Responsibilities:


Responsible for the management, implementation, administration, and interpretation of the Collective Agreements and Terms and Conditions of employment for unionized and non-unionized employee groups, ensuring contractual and legislative compliance.

Provide input and advice on employment-related policies and procedures.


Provides leadership, direction, and support to staff, school administrators, senior and mid-management, and unions, on matters relating to staffing allocations and processes, and labour and employee relations including the interpretation of collective agreements and employment contracts, performance management, progressive discipline, workplace and child abuse investigations, and resolution of workplace conflict.


Responsible for the management, implementation, and release of all teaching and support staff staffing allocations, ensuring compliance with ministry funding, board annual budgets, contractual and legislative obligations.


Acts as spokesperson and leads, facilitates, and provides support, research, and analysis in dispute resolution procedures, including the grievance, mediation, and arbitration processes.

Acts as spokesperson for the Board in the negotiation of teaching and education workers collective bargaining agreements. Develops and recommends negotiation strategies, positions, and language for collective agreements and terms and conditions of employment.

Qualifications:

Bachelor's degree in Human Resources Management, Business, or related field.

8 years of progressive human resources and labour relations experience in a complex multi-union and public-sector environment.

CHRL designation

Comprehensive knowledge and understanding of relevant employment legislations and regulations,

including the Ontario Labour Relations Act, the School Board Collective Bargaining Act, the Ontario Human

Rights Code, and the Occupational Health and Safety Act (as it relates to Workplace Harassment),

Employment Standards Act, Education Act, Pay Equity Act, Accessibility for Ontarians with Disability Act,

Ontario College of Teacher Act, and other applicable legislation.

Preferred Qualifications:

Bachelor's degree in Labour or Industrial Relations.

8 years of progressive labour relations experience of which 5 are management.

5 years experience in contract negotiations, grievances, arbitration, collective agreement

administration and interpretation, human rights and OLRB proceedings, and workplace harassment investigations in a complex multi-union and public-sector environment.

Collective bargaining and contract negotiation skills training.

Workplace investigation training and report writing.
