POSITION PURPOSE
Reporting to the Director, Housing Development and Asset Strategy, is responsible for managing and overseeing Regional initiatives to enhance the supply of affordable housing and emergency housing through development; collaborates with community groups and developers to support affordable housing projects; supervises multiple Regional affordable housing development projects from inception to completion of new facilities and/or renovation of existing facilities; identifies funding opportunities, and supervises a comprehensive development portfolio management plan along with the associated 20-year capital budget.
MAJOR RESPONSIBILITIES
- Handles projects, including setting project objectives and terms of reference, securing resources, conducting impact analysis, engaging with relevant stakeholders, and evaluating the final outcomes.
- Identifies and implements innovative solutions, programs, and delivery models by connecting opportunities and funding sources in a complex funding environment.
- Creates and executes a detailed portfolio management plan to develop, retain, divest, or redevelop properties.
- Plans, recommends, monitors, and manages the Branch capital budget; prepares annual budgets for the business unit, special projects, and work plans.
- Oversees the implementation of process enhancements and special initiatives.
- Interprets Departmental policies and regulations, communicating them to the public through speaking engagements and meetings with external agencies, as needed.
- Manages a team, including recruitment, selection, scheduling, task allocation, training and development planning, coaching, performance evaluations, and making recommendations on disciplinary actions if necessary, following collective agreements, Regional policies, and practices.
- May be required at times to address emergency situations outside regular business hours related to the Departmental Emergency Plan.
QUALIFICATIONS
- Completion of a University Degree in Urban Planning, Architecture, Engineering, Business Administration, or a related field or an equivalent combination of education and experience.
- Minimum of five (5) years of progressively responsible experience in the development sector collaborating with community groups, including involvement in real estate development, municipal land use planning, project management, financing, and project planning.
- Possession of a valid Ontario Class "G" Driver's licence and access to a reliable vehicle for corporate use.
- Demonstrated familiarity with relevant Standards, Acts, and Regulations.
- Proficiency in housing development and financing, cross-program Provincial and Federal funding framework, research, program development, budgeting, and business planning.
- Understanding of the Region's mandate, operations, challenges, legislative framework, and policy context.
- Leadership skills encompassing strategic thinking, diversity and inclusion practices, customer orientation, accountability, problem-solving, financial acumen, effective communication, relationship building, engagement cultivation, talent management, trust establishment, self-awareness, and resilience.
