POSITION PURPOSE Reporting to the Program Manager, Transportation Data and Business Intelligence; is responsible for working in consultation with Transportation Branches, Information Technology Services (ITS) and corporate Geomatics Division, relative to data integrity, security, and systems integration ensuring the goals, objectives, business and regulatory compliance needs of the Department are met; assisting in development and implementation activities to support the existing Departmental technology systems, including GIS system and database, CityWorks, M5 Fleet Management Systems system, mobile strategy solution, Bridge Management System, Pavement Management System, Project Server, Automatic Vehicle Location (AVL) systems and other database systems; implementing and leading/participating in project teams in new technology, in coordination with Department and Regional ITS staff; analyzing and integrating systems to link Department systems for asset management and other business requirements; providing business solutions to clients by applying technology solutions and tools; providing GIS analysis and solutions in the development of Department GIS applications, including database development, as well as creation and maintenance of spatial data.

MAJOR RESPONSIBILITIES

Researches new technologies, future systems, software, and hardware components related to Transportation technology systems and other technology applications; makes recommendations on alternatives to ITS and the Program Manager. Gathers data relative to design and application workflow; works with Branch and Departmental staff, ITS and other stakeholders to recommend system prototypes for user consultation, and contributes to the design, development, testing, modification, documentation and implementation of systems. Analyzes external systems requiring integration to technology systems; implements interfaces in consultation with ITS. Provides Data Warehouse, Business Intelligence and GIS application services to Transportation Branches, by analyzing the data and GIS application requirements. Designs, develops, implements and synchronizes transportation technology applications, relational database systems and creates linkages to those technology systems. Researches, organizes, implements and documents data acquisition, transformation, creation and maintenance processes, and ensures that data meets the Department's quality requirements. Manages projects and leads project teams, ensuring the timely delivery of products and services, and tracks project activities, time lines and project deliverables. Assists the Program Manager with all technology related project invoices, work orders and change request documents. Liaises with internal staff, providing systems expertise and support to ensure consistent and effective systems performance; shares information regarding initiatives and other best practices with Branch and Departmental staff. Liaises with external contractors, vendors, and suppliers on general troubleshooting, updates, maintenance and support contracts and to ensure system performance, as appropriate and in consultation with ITS and Geomatics Division. Maintains current expertise by reviewing technical literature, attending seminars, conferences and training, as required.

QUALIFICATIONS

Successful completion of a Community College Diploma in Information Technology, Computer Sciences, GIS or related field or approved equivalent combination of education and experience. Demonstrated knowledge of transportation technology industry and transportation related systems and applications. Experience in project management and leading project teams. Experience and demonstrated ability on functional and technical levels of Computerized Work Management Systems (CWMS), GIS and other technology systems and in the use of relational databases. Computer literacy in technologies and approaches such as relational database systems, MS SQL Server, SSIS, Oracle, Oracle APEX, FME, Crystal Report, web services and API's. Knowledge of trends in the use of current technology as it relates to data management systems. Understanding of programming development cycle. Ability to travel to offsite locations in a timely and efficient manner, as required.
