Job Title - Program's Manager

Job Summary


Program's Manager is responsible for the management of Pacific_CARE_'s Child Care Resource and Referral (CCRR) program, staff, and the planning, development and implementation of quality child and family programs and services.

This may include other services mandated by contracts with the federal or provincial government ministries.

Key Duties and Responsibilities

  • Within the Management team, plans and directs the provision of services for new and existing programs and projects. Ensures effective service delivery consistent with agency mandate and policy, legal, contractual, budgetary and other requirements. May develop or make recommendations for new program areas.
  • Participates as a collaborative member of the Management team in developing long range and strategic plans, assessing and resolving operational issues and policies.
  • Establishes goals, objectives, policies and procedures for assigned responsibility areas in discussion with the Chief Executive Officer.
  • Develops and establishes standards and accountability systems for assigned responsibility area.
  • Develops and recommends long range plans and objectives for responsibility area; provides advice and recommendations to the Chief Executive Officer on significant cross-agency and cross-sector service issues.
  • Determines resource requirements for all new and existing programs within responsibility area.
  • Supervises staff and volunteers to attain program objectives. Manages Human Resources issues related to hiring, performance appraisal, discipline, grievance resolution, and discharge. May also provide training to staff/volunteers.
  • Monitors the service delivery of programs for structure, consistency, quality and suitability of activities.
  • Maintains effective relationships with government officials, volunteers, community groups, etc. Participates in various relevant committees and working groups.
  • Communicates and promotes the agency's services, funding needs, value to the community, etc. May represent the agency at community and fund raising events, or other official functions.
  • Prepares reports and participates in presentations. Maintains a current awareness of developments in assigned fields.
  • Participates in the development of proposals, investigates funding sources for new initiatives. Provides continual liaison with funding sources.
  • Attends PCFES Annual General Meeting and staff meetings as required.
  • Travels throughout the PacificCARE region meeting with child care consultants, and attending community meetings, training and events.
  • Valid driving license, insurance, and access to reliable transportation is essential.
  • Adheres to collective agreement between the Society and BCGEU.
  • Assumes additional duties as assigned by the Chief Executive Officer.

Qualifications
A post-secondary degree in a field related to child development
(Child and Youth Care, Education), or the equivalent education and experience.

A minimum of 3 years' previous management and administrative work experience, preferably within the social services and not-for-profit sector.

A minimum of 5 years' experience/background in early childhood care and education.

A minimum of 2 years' experience in program management, human resource management, communications and program development is required.

Job Skills and Abilities

  • Excellent oral, written, facilitation and interpersonal communication.
  • Good time and general management skills.
  • Good office skills and abilities.
  • Proficient in using Microsoft Office (Word, Outlook, Publisher, Power Point).
  • Demonstrated teamwork and leadership skills.
  • Experience working and managing in a unionized environment.
  • Proven ability to work effectively with staff, volunteers, and non-profit or publicly funded groups, agencies and organizations.
  • Experience in promotion and public relations, proven community awareness skills.
  • Experience and effectively able to address conflict management and share positive life skills.

Additional Information
The ability to function independently while managing multiple situations, agendas and deadlines is an ongoing expectation of this job.

Willing to travel within the PacificCARE region: Central, North and West Vancouver Island and Powell River.

Excluded from Bargaining Unit

Hours of Work - Weekdays 8:30 - 4:30 must be flexible and able to work occasional evenings and weekends as the job requires.
