Responsibilities
  • Owns recruitment district-wide, developing a recruitment strategy and plan, utilizing appropriate sourcing strategies to position PCL as a top workplace.
  • Stays updated on trends and innovative sourcing strategies, recruiting techniques, and trends to attract top talent.
  • Creates a proactive approach to enhance candidate quality and increase diversity in the candidate pool to support the company's DE&I efforts.
  • Guides and advises client groups on HR programs, policies, and practices.
  • Provides guidance to supervisors on employee relations, compensation, recruitment, performance improvement, and workforce planning.
  • Builds and maintains strong customer-focused relationships with all stakeholders within the district.
Qualifications
  • 5+ years of full-life cycle recruitment / talent acquisition/human resources experience in a dynamic environment, with a proven record of developing effective candidate experiences.
  • Bachelor's degree in human resources or related field preferred.
  • Registered Professional Recruiter (RPR) certification is a plus.
  • Current knowledge of talent acquisition best practices and demonstrated experience in utilizing key social recruiting platforms such as LinkedIn Recruiter and Indeed.
  • Ability to navigate large organizations and identify stakeholders.
  • Strong creative thinking skills with a focus on diverse approaches to overcoming recruiting challenges.
  • Demonstrated understanding and application of HR-related principles, practices, procedures, and employment laws.
  • Proficient in handling people with tact and discretion, especially in managing confidential information.
  • Excellent verbal and written communication skills, with the ability to negotiate, present influential ideas, and drive favorable outcomes.
  • Skilled in researching, analyzing data, and making informed recommendations.
  • Capable of working independently or collaboratively in a complex organization.
