- Owns recruitment district-wide, developing a recruitment strategy and plan, utilizing appropriate sourcing strategies to position PCL as a top workplace.
- Stays updated on trends and innovative sourcing strategies, recruiting techniques, and trends to attract top talent.
- Creates a proactive approach to enhance candidate quality and increase diversity in the candidate pool to support the company's DE&I efforts.
- Guides and advises client groups on HR programs, policies, and practices.
- Provides guidance to supervisors on employee relations, compensation, recruitment, performance improvement, and workforce planning.
- Builds and maintains strong customer-focused relationships with all stakeholders within the district.
- 5+ years of full-life cycle recruitment / talent acquisition/human resources experience in a dynamic environment, with a proven record of developing effective candidate experiences.
- Bachelor's degree in human resources or related field preferred.
- Registered Professional Recruiter (RPR) certification is a plus.
- Current knowledge of talent acquisition best practices and demonstrated experience in utilizing key social recruiting platforms such as LinkedIn Recruiter and Indeed.
- Ability to navigate large organizations and identify stakeholders.
- Strong creative thinking skills with a focus on diverse approaches to overcoming recruiting challenges.
- Demonstrated understanding and application of HR-related principles, practices, procedures, and employment laws.
- Proficient in handling people with tact and discretion, especially in managing confidential information.
- Excellent verbal and written communication skills, with the ability to negotiate, present influential ideas, and drive favorable outcomes.
- Skilled in researching, analyzing data, and making informed recommendations.
- Capable of working independently or collaboratively in a complex organization.
