SkyAlyne is a proud partnership between Canadian aviation and defence leaders, CAE and KF Aerospace, formed to provide a truly Canadian solution for Canada's Future Aircrew Training (FAcT) Program, Canada's next-generation military aircrew training program.

SkyAlyne has been selected as contractor for the FAcT Program, a 25 year program valued at approximately $10 billion.

The program will be managed from the National Capital Region (Ottawa), with three operational locations: Moose Jaw, Saskatchewan; Southport (Portage la Prairie), Manitoba; and Winnipeg, Manitoba.


The scope of the FAcT Program contract includes all training and in-service support requirements needed to prepare Pilots, Air Combat Systems Officers, and Airborne Electronic Sensor Operators to meet the future aerospace requirements of the Royal Canadian Air Force.

In collaboration with the Government of Canada and several major Canadian subcontractors, SkyAlyne will provide live-flying, simulator and classroom-based training, facilities construction and management, information management and information technology support, site support services, aircraft maintenance and much more.

Job Overview


The Manager PMO is responsible for the for the oversight of the entire FAcT program during the Transition In Phase, including the coordination of strategic planning, resource management, and program governance.

The Manager PMO is the strategic driver for organizational excellence and manages and coordinates the shared resources across the FAcT program.

The Manager PMO oversees, and provide guidance to, all FAcT program managers, schedulers, controllers, and planners.

Duties and Responsibilities

  • Identifying, developing, and maintaining the FAcT program's management methodology, best practices, and standards.
  • Monitoring compliance with project management standards, policies, procedures, and templates by means of project audits.
  • Developing and managing FAcT program policies, procedures, templates, and other shared documentation.
  • Planning and scheduling shared program resources.
  • Coordinating communication paths across the FAcT program.
  • Defining the program management processes and procedures that will be followed.
  • Supporting the FAcT program's management of the schedule and budget at the program level.
  • Defining the quality standards for the program and its components.
  • Supporting effective resource management across the program.
  • Providing document and configuration management (knowledge management).
  • Providing centralized support for managing changes and tracking risks and issues.
  • Directing and managing the various parts of the FAcT program to ensure that they are aligned to the program's strategy and will deliver anticipated benefits.
  • Managing the Earned Value Management System and producing associated reports.
  • Creating reports for senior managers and stakeholders.
  • Interacting with Commercial and Finance personnel to support invoicing process.
  • Making autonomous decisions on projects, programs, and portfolios that are inline with FAcT program goals and objectives.

Qualifications and Experience

  • Project Management Professional (PMP) Certification or Project Management (Prince2) Certification.
  • Bachelor's degree in business administration, a comparable postsecondary education, or a suitable mixture of education combined with an extensive business background.
  • Seven (7) years of project and/or program management experience in a large multiproject or multiprogram within a Government of Canada or aviation industry, with experience in both environments to be considered asset.
  • Previous experience leading large groups of employees who are engaged in complex business and/or multisite operations.
  • Strong working knowledge of project management, collaboration and productivity and reporting tools/methodologies.
  • Experienced and skilled in the use of planning and scheduling tools. Experience with Primavera is required.
  • Excellent analytical, decisionmaking, and problemsolving skills.
  • Have exceptional communication skills, with proven experience building strong relationships with teams, stakeholders, external partners, and boards of directors.
  • Have proven negotiation skills and a demonstrated ability to lead, influence, build, motivate, and obtain consensus.
  • Be able to hold a Government of Canada Security Clearance (Secret level).
  • Be able to hold Government of Canada site/information access certifications, including accessing Protected "B" information, Controlled Goods Clearance, and ITAR Clearance.
