Job Number:49393**The work of the Affordable Housing and Homelessness Section is diverse and includes planning and policy development, stakeholder relations and public engagement, real estate development, grant administration and homelessness prevention services. We require a multidisciplinary team of professionals to help ensure we can deliver one of City Council's biggest priorities - increasing the supply of affordable housing in Edmonton.


Reporting to the Director of the Affordable Housing & Homelessness Section, the Strategic Planning Analyst I plays a critical role for the Section and will lead, develop, and ensure coordinated strategic and efficient work.

This position supports strategic planning, issues management, and overall coordination for the Section in response to Branch, Department, Corporate and Council priorities.

The position works collaboratively with all levels of the Corporation as well as externally with key partners.

Key accountabilities of this role will be to:

  • Facilitate and support the Section through strategic and business planning processes, frequent monitoring and tracking of progress related to Section strategies and work plans
  • Provide the coordination support needed for efficient and seamless Section meetings, internal processes, collaborative initiatives, and other administrative and strategic needs
  • Work with team members from across the Section to assist with translating strategies and leadership direction into operational plans
  • Conduct regular reviews of projects and work plans to ensure sufficient reporting and tracking is undertaken for the Section's work
  • Provide the necessary support to the Section leadership team to function efficiently and effectively and to implement their direction and guidance
  • Proactively write, track, review, edit, coordinate, and assist Section team members with the completion of Council Reports
  • Represent the Section on committees and working groups for various initiatives, as required
  • Provide the project management and leadership needed on a variety of Section and Branch projects and initiatives, as required
  • Undertake short term research projects to aid in the evaluation, assessment and development of recommendations for various projects
  • Assist in the development and creation of performance measurement tools and data collection tools and processes
  • As the Section's Integration Coordinator, work with other Sections in the Branch, and potentially other business areas within the City, to ensure proper coordination, integration, and alignment of the Section's work and activities with other Sections, Branches, and Departments
  • Perform other related duties as required

Qualifications:

  • University degree in Business Administration, Public Administration or a related discipline
  • Minimum of two (2) years of progressively responsible experience in a combination of strategic and operational business planning, working with corporate performance measures, preparation of funding agreements, evaluation and budget
  • Demonstrated ability to resolve escalated issues and manage situations that require diplomacy, tact and political knowledge and awareness
  • Demonstrated ability to manage contractors/consultants and the procurement and agreement compliance processes
  • Ability to build strategic networks and partnerships with a variety of stakeholders, as well as the ability to work effectively with executive leaders across various departments
  • Ability to work in a fast paced, high volume environment with multiple and changing priorities with mínimal guidance and supervision, and make independent decisions within established policies and procedures
  • Skill and ability in project and process management including the ability to effectively gather, synthesize, analyse and present data to a variety of audiences
  • Proven knowledge of primary and secondary research methodology, including design and implementation, data collection, and trend and research analysis
  • Extensive knowledge of the organization and City of Edmonton lines of business as well as knowledge and experience with the social service sector
  • Strong organizational and time management skills with the demonstrated ability to prioritize and coordinate work to a deadline/tight deadlines
  • Skills in the development, implementation and analysis of the effectiveness of policies, processes and tools
  • Excellent verbal and written communication, presentation and facilitation skills
  • Proficiency in Google (Gmail, Docs, Slides, Sheets, Sites)
