Director, Revenue Services

Reporting to General Manager, Finance & Corporate Services provides strategic leadership, through subordinate management to a multi-functional workforce engaged in delivery of services to the public and internal clients.

Recommends broad policies and long range strategies in the delivery of services to meet mandated goals and objectives. Uses a "best practices" approach in developing and delivering quality services in a timely and cost effective manner. Instills a customer service focus in the division.

Oversee and manage the financial operations related to property tax revenue collection, utility billing and administration of vacant home tax within the municipality.

Develop and implement effective revenue strategies, ensure compliance with tax regulations, and optimize revenue generation for the City. Evaluates and reports on the division's service, financial, administrative and staff performance against internal and external benchmarks.

Assumes lead accountability and responsibility for the Revenue Services Division and delivery of the Revenue Services program and meet the growing needs of staff, the public, residents and businesses of the new City of Hamilton.

The Director is accountable to the General Manager, Finance and Corporate Services for ensuring the Revenue Services Program is provided in accordance with City and Provincial guidelines with minimal disruption to the public and in the most effective and efficient manner consistent with the City of Hamilton Mission, Vision and Values.

Participates in strategic planning and direction of the Department as a member of the Department Leadership Team within the Corporate Services Department and City's Corporate Leadership Team.

Develops and executes comprehensive revenue management strategies to maximize municipal revenue from various sources, such as property taxes, utility billing, stormwater fees, vacant unit taxes and other revenue streams.

Oversees the administration of property taxes, utility billing, stormwater billing, vacant unit tax billings, collections, tax appeals, ensuring compliance with relevant, regulations, and local policies.

Responsible for technology systems and application including property taxation system and related applications, vacant unit tax portal, utility billing customer information system and portal, online payment system and applications for other City services.

Conducts regular financial analyses to identify revenue trends, forecast potential revenue shortfalls or surpluses, and provide strategic recommendations to municipal leadership.

Prepares accurate and timely financial reports, revenue forecasts, and budgetary analysis

Collaborates with various stakeholders, including residents, businesses, legal professionals, and government agencies, to address revenue-related inquiries and ensure transparency in revenue management processes.

Stays updated with advancements in revenue management software and technology, recommending and implementing tools that optimize revenue collection processes.

Contributes to the development and enhancement of municipal revenue policies and procedures, incorporating best practices and maintaining a high level of fiscal responsibility.

Provides management reporting and reporting to regulatory agencies, the Province, Council and citizens of Hamilton

Ensures a lens of Equity, Diversity and Inclusion is applied to the City's Taxation, Utility Billing, Vacant Unit Tax and Revenue Service Strategy.

Provides creative divisional leadership through consultation with an effective division management team.

Promotes teamwork and integration between units within the division and with other parties participating in cross-functional and cross program initiatives.

Develops and empowers staff through delegation of responsibilities and accountabilities, through regular feedback, and by providing development opportunities and technical direction.

Monitors the operations and projects within the Division to ensure safety, service quality, cost-effective and timely delivery of services and environmental and legislative compliance.

Oversees the development and monitoring of operating and capital budgets for the Division.

Participates, and regularly acts as main spokesperson, in discussions on Revenue Services Division issues and departmental issues, as required.

Responds to various corporate, community, provincial or federal proposals for service initiatives, changes or enhancements.
Ensures compliance with Provincial and Federal statutes and regulations and municipal by-laws and policies.
Negotiates on certain projects the retainment of external consultants.

Ensure that all employees perform work in accordance with applicable Health and Safety legislation and all City of Hamilton corporate and departmental policies and procedures.

Ensure that appropriate action is recommended for those employees who do not work in compliance with legislation, policies and procedures.

Works in accordance with the provisions of applicable health and safety legislation and all City of Hamilton corporate and departmental policies and procedures related to occupational health and safety.

University degree in Business Administration, Accounting, Commerce of Economics with extensive knowledge and proven experience in finance or revenue services combined with relevant senior management training and business administration experience.

Demonstrated financial management skills in developing, implementing and monitoring division budgets.
Demonstrated competency to manage a multi-disciplinary staff, preferable in a unionized environment, utilizing pro-active management skills.
Highly developed analytical and business planning skills with a proven track record for long-term visioning and big picture thinking

Proven ability to deal effectively with elected officials, media, other levels of government, management, peers, staff and the general public.

Working knowledge of computer software applications.
Must possess strong organizational and time management skills.
