Job Responsibility:

The Project Engineering & Energy Department is responsible for providing a physical environment, for the purpose of health care and associated support activities, that is safe, comfortable, functional and sustainable for all occupants.

Project Engineering is responsible for the design and renovation of the Hospital's Physical Facilities. Facility changes and improvements are implemented based on Hospital policy and strategic direction.

This process involves consultant selection, prequalification of contractors, design review and approval, generation of necessary documents (drawings and specifications) for procurement, implementation/execution of construction/project management, and occupancy phase.

Throughout the process, the project is executed in compliance with Hospital and MOHLTC requirements and all applicable regulations, codes and standards.

This role will be Manager of Project Engineering and report directly to the Director of Project Engineering & Energy.

They will be responsible for managing a team of PMs and students to execute construction and renovation projects at Unity Health Toronto across all owned properties as well as leased properties.

Accountable for the execution of complex renovations and projects within the hospital with competing timelines. Provide subject matter expertise as a professional engineer employed by the Hospital during design consultation and approval. Provide leadership and management to direct reports and project team within the Project Engineering Department and external contractors.

Support the Planning and Redevelopment Department in the execution of customer needs and the advancement of the Master Plan into designs and built space.


RESPONSIBILITIES:

Lead all renovation and construction activity for the hospital by delegating and providing direction to all members of the project team, including but not limited to, Senior Project Engineer, Project Engineer, Construction Coordinators, Engineering Assistants, Architectural Assistants, external design consultants, contractors, trades and service technicians.

Provide subject matter expertise to ensure methods, materials and timelines are within specifications;
Develop and implement strategies for complex Construction plans including service shutdown planning and coordination, commissioning and site investigation with a focus on minimizing impact to the hospital and its patients, staff and visitors;

Accountable for construction projects and activities under the direction of the Director of Project Engineering and Energy and Senior Management.

Ensure construction costs and schedules are within budget, for agreed upon scope and quality;
Develop, review and approve budgets and detailed cost estimates for various renovations, construction and engineering projects;

Lead the consultant design team (architect and engineering) in the design of capital renovations, ensuring that the facility long term plan is met in accordance with applicable regulations, codes and standards, including but not limited to, Building Code, Fire Code and applicable CSA Standards.

Review capital project design documents to ensure alignment with mechanical, electrical and structural elements intent;
Provide effective leadership and management of the Project Engineering Department Project Team. Foster a positive work environment that is conducive to employee productivity and performance. Ensure ongoing skill training, development of staff and performance management;

Lead the Engineering Student Program, including supervision of university level engineering and architectural co-op students, provide technical leadership and development, actively recruit from participating universities and colleges, and conduct performance appraisals.

Support Planning Project Managers in Major Capital Renovation and Construction Projects;

Take responsibility for the project from the design intent and schematic design phase, through the technical design and contract development stage to prepare the tender for construction.

Coordinate the activities of the design consultants. Coordinate with Planning Project Manager to ensure that customer needs and Hospital standards are included in tender documents.
Once tenders have been approved, coordinate construction activities with the successful contractor until substantial completion. Coordinate commissioning, owner's training, deficiency correction and occupancy permit. Present completed project for occupancy to the Planning Project Manager;
Provide regular cost and schedule reports to the Planning Project Manager. Review and advise on requested customer change orders and design revision change orders.
Provide subject matter expertise to the Manager and Supervisors of Engineering and Plant Services;
Provide Managerial leadership when Manager of Plant Services is unavailable;
Provide engineering support as required by department to maintain hospital systems. Support would include interfacing with architects, trades, service providers, consultants and contractors as necessary;

Coordinate major electrical shutdowns on high voltage and essential electrical systems to minimize disruption to hospital operations, as required by preventive maintenance, construction design changes and corrective repairs.

Provide direction to the Supervisor, Electrical and provide technical expertise to the Manager, Plant Services;
Provide leadership (often in the form of Incident Commander) in the Engineering Department, during internal disaster situations (Code Grey) that affect the physical plant of the Hospital;
Prepare and monitor departmental budgets, job descriptions, performance appraisals, and disciplinary actions;
Participate in hospital committees to represent Engineering and Plant Services, providing subject matter expertise as it related to construction and Engineering, including but not limited to:
Emergency Management and Preparedness Committee;
Public Space Oversight Committee
Joint Health and Safety Committee.
Accessibility Committee

QUALIFICATIONS:
~ University Degree in Engineering or equivalent work experience;
~ Professional Engineer Designation preferred;
~5 years management experience in Construction and Engineering Project Management in a healthcare setting;
~ Effective management of multiple initiatives with competing priorities;
~ Excellent leadership and change management skills with the ability to develop and motivate effective performing teams;
~ Superior problem solving and critical thinking skills;
~ On-going commitment to providing excellent customer service;
~ Excellent communication, facilitation, and negotiation skills;
~ Well-developed conflict management skills and problem solving ability;
~ Demonstrated knowledge of the applicable legislation and standards related to the fields of engineering, construction and facility design;
~ Demonstrated experience in dealing with emergency preparedness and response
