Job Summary


The HR Specialist, Attendance & Accommodations is responsible for managing the overall attendance management program and accommodations within the Vice-President Finance & Operations (VPFO) portfolio.

The position is responsible for overseeing the daily attendance issues and the attendance management program. The HR Specialist will also manage the day-to-day accommodations and oversee an accommodations program within the VPFO.

This position will keep up to date with best practices and trends relating to attendance management and disability management to provide advice/counsel to managers.

This position enables the VPFO HR purpose to build capacity to empower our leaders in the VPFO.

Organizational Status

Reports to the Senior Human Resources Manager, VPFO HR. Partners with and provides consultation affecting staff employees to the Directors, Managers, and employees of the portfolio.

Works collaboratively with HR Managers, HR Advisors and VPFO directors and managers in the portfolio to develop leadership in human resources practices related to accommodations, health promotion and attendance management.

Works collaboratively with employee group representatives and UBC Employee Relations managers to resolve matters.

Contacts and works with external agencies such as Employment and Staffing Agencies, Relocation firms, Regulatory Agencies, Human Rights Tribunal, Citizenship and Immigration Canada, Human Resources Development Canada, Employment Insurance and the Workers' Compensation Board WorkSafeBC.

Work Performed

  • Responsible for all aspects of the attendance management program for unionized and nonunionized staff up to and including termination, ensuring that Directors and Managers understand the processes, and have the tools and advice they need to manage the attendance of staff who report to them.
  • Provides guidance and investigates allegations of sick leave abuse. Consults with Employee Relations prior to advising on appropriate disciplinary action.
  • Provides advice on attendance issues as they relate to Unionized and nonUnionized staff.
  • Leads and collaborates with the VPFO HR team and Employee Relations in the development and implementation of attendance management strategies through the development of policies, guidelines, program development, training initiatives and special projects.
  • Coordinates and participates in the Attendance Review Committee (ARC) for CUPE 116 cases and manages all aspects of communication arising from the committee.
  • Works in collaboration with the Employee Relations manager on labour relations issues related to substance abuse, rehabilitation management, and complex medical cases arising from the Attendance Review Committee.
  • Responsible for accommodations and disability management when identified, works in collaboration with HR Advisors, Return to Work Services, and the appropriate manager to identify possible accommodations in the workplace.
  • Responsible for developing and implementing training/workshops for managers and employees with regard to the attendance management program and disability management initiatives ensuring leadership development and employee wellbeing and awareness. In collaboration with Directors and Managers, promotes educational and fitness initiates that will help reduce absenteeism.
  • Represents the VPFO portfolio in any labour relations issues related to the program such as various grievance meetings or arbitrations related to the program. Provides documentation and relevant information to the Employee Relations representative as required.
