Reporting to the General Supervisor Transit Facilities Engineering & Maintenance, this position is responsible for the planning, administration and supervision of the track maintenance program for the Metro and Capital LRT lines.

You will also be responsible for interfacing with the public in response to inquiries and concerns, managing contracts with maintenance providers and suppliers, ensuring the effectiveness of work systems through timely, comprehensive, accurate and transparent reporting and providing overall quality assurance and control activities.

Your success will be measured by your ability to achieve timely results in the context of a respectful, inclusive and service-minded style.

  • Track & Right of Way Maintenance Program Leadership
  • Manage, monitor and evaluate the track and right of way maintenance programs and services to ensure objectives, established standards and service levels are met
  • Evaluate program delivery provided by other departments and ensure program deliverables are being met
  • Ensure that commitments are translated and inherent in the work group's processes, practices, leadership and culture
  • Engage and support staff in developing action plans to enhance communication, solve problems creatively, promote integration and support excellence
  • Develop SAP reporting requirements and manage SAP reporting
  • Monitor operating budget and report on budget expenditures and variances

Staff Leadership

  • Provide guidance and direction in hiring and retaining staff, plan resource requirements, recruits and develops a positive and competent team

Contract Management

  • Prepare specifications and tender documents for contracts or materials purchases related to LRT track and right of way maintenance, and manage contracts to ensure deliverables are met
  • Work on all phases of the contract from contract development, tendering, award, implementation, termination, and closeout

Inquiry Response

  • Respond to inquiries from the public, other city departments, City Council, research organizations, suppliers, manufacturers and other Transit properties in a timely manner
  • Investigate and decide on appropriate action to resolve customer inquiries and incidents, promoting a customerfriendly approach

Qualifications:

  • Diploma or Degree in Mechanical or Civil engineering or other related technical fields
  • A minimum of 5 years progressively responsible experience in a track maintenance environment
  • Experience providing supervision to unionized staff and experience interpreting collective agreements and administering workplace policies/practices
  • Experience managing and working with external contractors
  • Excellent leadership and human resource management skills including performance development and improvement, interdisciplinary team building, and individual and team supervision
  • Resultsdriven focus with experience in accountability frameworks, and performance management systems
  • Project management skills with demonstrated ability to establish, direct and motivate staff to deliver work in a timely manner
  • Strong planning skills with the ability to plan tasks months in advance including staffing, equipment, material, and time requirements.,
  • Knowledge of various Transit operations and maintenance practices. Experience with specialized rail equipment
  • Knowledge of City budgetary procedures, management, information system, policies and procedures
  • Knowledge of computerized maintenance programs and project management systems
  • Proven skills in leading and motivating teams with a track record of building healthy and positive workplace environments that enable staff to reach their potential while strengthening organizational capacities
