Utilities Engineering Technologist (Sanitary and Stormwater)

Reporting the Manager, Utility Planning and Programs (Sanitary and Stormwater) and collaborating closely with the Supervisor of Capital Programs, this role supports and facilitates capital programs and utility administration.


The Utilities Engineering Technologist (UET) administers the stormwater credit, sanitary rebate, and cross-border servicing agreement policies. They also contribute significantly to large-scale capital projects, from requests for proposal and tender creation to infrastructure assessment, addressing technical challenges. Operating within a complex regulatory framework, they interpret legislation, apply engineering principles, and engage stakeholders to ensure high-quality outcomes for Kitchener residents.


Supports design and construction project managers in executing and administering municipal capital projects.
Coordinates project closeout, including review of constructed asset drawings, and ensures details are correctly formatted and transferred into the City's geographical information system database.
Completes data analysis of sanitary and stormwater infrastructure to identify and validate asset information that should be integrated across the corporate database and CMMS.
Investigating and developing solutions to drainage problems with property owners; Collects, analyzes, and organizes asset management information as well as background technical and contextual information for Disaster Mitigation and Adaptation Fund (DMAF) projects.
Liaises with other Departments to provide information on existing and proposed policy standards, guidelines, and requirements, including participation on any committees.
Coordinates with other utilities for underground servicing.
Reviews engineering reports for accuracy and analyzes historical financial data for consistency to ensure the policy is applied correctly.
Performs on-site inspections for stormwater credit applications to ensure quality control and property owners' adherence to all applicable City and Provincial standards and specifications, as well as schedules.
Processes Cross-Border Servicing Agreement payments for shared sanitary servicing with surrounding cities and townships, ensuring accurate billing information and payments received or sent as appropriate.
Liaises with Consultants and City Project Managers to coordinate Regional and City projects.
Supports the Design and Construction Project Managers' preparation of 'Request for Proposals' and construction tender package for Procurement (used to find and hire contractors/consultants to do the work).
Performs inspections of completed projects - notes all deficiencies to be repaired or replaced and ensures proper testing (e.g., soil testing, compaction testing, etc.) Collects and organizes asset attribute data for future capital projects, operations, and maintenance, sharing it with the National Water and Wastewater Benchmarking Initiative and others to develop capital plans and programs.
Liaises with contractors, developer consultants, and the public concerning construction and maintenance activities.
Tracks and records regular maintenance and inspection reports for private stormwater best management practices.
Provides problem resolution/field solutions concerning unforeseen construction and maintenance issues (e.g., Performs quality control checks for all materials used (e.g., pipes, granular, concrete, asphalt) by visually inspecting and signing off on third-party testing.
Provide inspection and coordination services during the warranty period construction projects and support in the as-recorded submissions to the City's GIS department.
Participates in community outreach activities such as the Waterloo Wellington Children's Groundwater Festival and Public Works Week activities to showcase the city's role in protecting our water resources and excellent service delivery.
Participates in various committees, such as the Love My Hood grant application review committee, quarterly to help select successful grant recipients.
Supports planning initiatives led by the Utilities Engineer such as the inflow and infiltration, flow monitoring, weather station and hydrogen sulfide monitoring programs.
A minimum 3-year post-secondary degree/diploma with a background in Civil/Environmental Technology or related field.
A minimum of 2-4 years' experience in the civil/environmental engineering industry with an in-depth understanding of engineering principles.
Be a Registered Certified Engineering Technologist (CET) with the Ontario Association of Certified Engineering Technologists and Technicians (OACETT); An MTO Class "G" driver's license in good standing and use of a personal vehicle for city business.
Ability to support and project values compatible with the organization.
Ability to work outdoors in all types of weather.
Proficiency in using a personal computer with the ability to use software programs such as Office 365, Cityworks, SAP, OnPoint, Bluebeam, AutoCAD, etc.
Advanced skills in Microsoft Excel or database management software - demonstrated ability to quality assure/quality control (QA/QC) operational data, mine for inconsistencies and resolve to ensure compliance; Intermediate skills in other Microsoft Office Suite tools (i.e., Word, Teams, Power Bi, Power Point and Outlook) is preferred.
Previous experience in the field of municipal engineering such as sanitary sewers, storm sewers, storm water management, low impact development techniques, green infrastructure, grading, erosion & sediment control, and brown field redevelopment.
Excellent negotiation and problem-solving skills with a demonstrated ability to interface tactfully and effectively with all levels of management, operational and specialist staff, Provincial approval and legislative agencies, consultants and contractors, suppliers, peers, and the public.
Knowledgeable on applicable Provincial acts, regulations, policies and procedures of the Ministry of Environment, Conservation and Parks.
Ability to interpret and apply environmental legislation and knowledge of policies, procedures and guidelines to plan and deliver the compliance systems; and to ensure that regulatory considerations are incorporated into all phases of program development and management.
Highly developed communications skills (verbal & written to effectively deliver presentations, reports, contracts etc.).
Ability to read and create plans using standard engineering software.
