The primary focus of the role is to help municipal participants assess their energy use and identify opportunities to reduce their energy use. The Program Lead will apply the principles of change management and strategic planning to energy management solutions.Term Position ending June 30, 2027 Know-HowPractical/ Technical Knowledge An undergraduate degree in business, economics, engineering, environmental sciences, or a related discipline, or diploma in alternative energy technologies or other closely related field and exposure to energy efficiency, energy management, energy audits, renewable energy, environmental management systems, climate change initiatives OR any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job.Energy Manager In-Training (EMIT), Certified Energy Manager (CEM), or other Association of Energy Engineers (AEE) designations or related credentials would be an asset.Professional and technical competencies in climate change mitigation, greenhouse gas emissions inventories and target-setting, energy management planning, energy auditing, climate data and science.Experience with a wide variety of organizations, including municipalities, non-profit organizations, recreational facilities, governmental organizations, and mixed commercial is preferred.A valid class 5 driver’s license.Planning, Organizing and IntegratingExperience coordinating projects from initiation through to completion.Experience using spreadsheets, databases, and similar methods to maintain and report metrics.Familiarity with provincial, national and international policies, organizations and interconnected mandates related to climate change mitigation and adaptation.Demonstrated fluency in using standard office software packages (MS Office: Access, Excel, Word, PowerPoint, Outlook, SharePoint).Experience conducting energy analyses and calculations.Communicating and Influencing SkillsOutstanding oral communication skills will be necessary for telephone, one-on-one communication, and presentations to groups.Experience relating technical and program information to program participants with varying levels of expertise in a clear and easily understood manner including stakeholder workshops, webinars, and presentations.Experience with adult education and training both in-person and online.Excellent written communication skills for presentations, technical reports, e-mail, and other written documents.ResponsibilitiesLeadDesign and implement greenhouse gas and energy consumption accounting systems for municipalities including greenhouse gas inventories and energy management plans.Coach energy managers, executives, facility managers, utility managers, fleet managers and others involved in community and corporate emissions planning and implementation on understanding and implementing change management methodologies.Design and implement greenhouse gas accounting systems for small and underserved municipalities including greenhouse gas inventories and energy management plans.Deliver energy management training to municipalities.Facilitate workshops and write reports for technical and non-technical audiences.Implement funding programs offering and managing staffing grants to participating municipalities.Implement energy management supports for medium sized municipalities through the Municipal Energy Manager Program.Manage the Tool Lending Library and develop related documentation supporting this program for municipal facility managers.Coach energy managers, executives, facility managers, utility managers, fleet managers and others involved in community and corporate emissions planning and implementation on understanding and implementing change management methodologiesImplement a community of practice for municipal energy managers and other municipal energy staffPrepare responses to requests for proposals.Identify funding and partnerships opportunities and assist underserved municipalities in preparing grant proposals including coordinating input from subject matter experts to support grant applications.Design and implement other Sustainability Services programs as requested.SupportAssist with the development of other programs, services, and resources to support local climate action. This includes supporting the creation and maintenance of a greenhouse gas emissions modelling tool.Serve as the first point of contact for applicants and help them move through the program application process including coordinating and leading regular follow-up meetings, preparation of meeting materials, and recording of meeting minutes.Assist with project management through tracking of key performance measures and development of detailed and on-time progress reports. Regular use of customer relationship management tools and spreadsheets will be required.Handle multiple priorities, analyze situations, identify existing or potential problems and recommend solutions.Review and assess applications and completion packages including designs, reports, and other documents for accuracy and alignment with program requirements.Answer ad hoc requests, and work with stakeholders and local communities to raise awareness of programs and their benefits, and to encourage participation.Assist with research and development of educational materials and supporting documents for diverse audiences and a variety of communications channels (print, in-person and virtual presentations, etc.).Assist with developing and maintaining lists of stakeholders interested in programs.Stay up to date on developments in energy management and climate change.Support other Sustainability Services programs as requested.Work closely with the Program Manager on day-to-day operational issues.
