The Position

Reporting to Chief Executive Officer (CEO), the CFO position will be responsible for directing the financial affairs of STC and its entities. The position will conduct regular analysis, sourcing/managing funds, performance measure updates, ongoing management accounting, decision support and financial reporting to the CEO, Tribal Chief, and the Board of Directors. The CFO's major mandate is to ensure STC has a long-range financial strategy that will support STC to achieve its mission and to meet its strategic plans. As a member of the C-Suite and senior management, the CFO will serve as a principal advisor to assist and make recommendations to STC and its legal entities' financial management systems. The CFO is directly responsible for leading STC’s finance team responsible to deliver accurate and timely financial tracking and reporting systems, financial forecasting and analysis, budgetary controls, financial risk management, investment management, grant management, central records, and year-end reporting. Externally, the CFO will establish key long-term relationships with lending and financial institutions, government funders, and other financial partners that enhance STC's financial outcome to carry out the strategic objectives. The CFO must provide leadership and direction for finance staff members and continuously promote First Nations' philosophy and STC’s mission, vision, and values.

Responsibilities

· Oversees the financial management and reporting of STC

Recommends appropriate strategies to ensure adherence to governance structures and application of best practice internal controls.

· Presents financial information and analysis to the STC C-Suite, senior management, STC’s member communities, and the Government House Board of Directors and as directed by CEO or STC’s Finance and Audit Committee

· Establishes, monitors, and maintains internal controls to manage risks and support the financial infrastructure

· Develops methods for continuous improvement of financial processes to improve efficiencies and cost-effectiveness

· Negotiates agreement terms with various STC funders and lenders

· Directs and coordinates the financial affairs for STC and its related companies according to financial principles and government regulations

· Establishes and maintains appropriate internal control safeguards

· Oversees the safeguarding and maintenance of appropriate records following Generally Accepted Accounting Principles (GAAP) and International Financial Reporting Standards (IFRS)

· Assists communities in improving financial services through training and process review

· Provides strategic leadership and management of the shared service Finance staff

· Provides oversight of the annual audit and ensures timely financial reporting

· Evaluates financial reporting systems, accounting procedures, and investment activities and make recommendations for changes to procedures, operating systems, budgets, and other financial control functions to senior managers and other departments

· Notifies and reports to the Executive Team concerning any trends that are critical to the organization’s financial performance; and

· Develops tools and systems to provide critical financial and operational information to the Executive Team and make actionable recommendations on both strategy and operations.

· Contributes to the effective administration, operation, and positive public image of the STC, including participating in senior management meetings, professional development days, and other STC events.

Education and Experience

· Possesses a Professional Accounting Designation (CA, CMA or CGA) or equivalent.

· Successfully demonstrates progressive work experience with 10 years of experience in a senior-level finance or accounting position with a full range of the financial and administrative areas, including financial accounting, budgeting, contract management, and decision making in a finance role.

· Experience leading, directing, and managing a finance (cost center) team to achieve goals and objectives.

· Experience working in a related environment, tribal council, first nation governance/or larger non-profit organization or government, with experience working with both provincial and federal funding programs, non-profit budget models, contracts, and regulatory requirements.

Knowledge Skills and Abilities

· Knowledge of a full range of financial and administrative areas, including management accounting, budgeting, contract and risk management, and financial decision making

· Knowledge of STC entities and business models, provincial and federal funding programs and policies, especially those that relate to the First Nation governance

· Ability to negotiate terms with funders and lenders to advance STC’s position in meeting its strategic plan

· Adopts and applies innovative methods and technologies to implement strategy and manage change.

· Ability to analyze financial data and prepare financial reports, statements, and projections

· Ability to motivate teams to produce quality materials within tight timeframes and simultaneously manage several projects

· Demonstrated ability in interpersonal and communication skills, both verbally and written to facilitate, present, and report financial updates to non-financial audiences

· Acts proactively and thinks strategically, in anticipating organizational needs, recognizing the wider business environment and dynamics.

· Applies professional and ethical judgement when engaging with stakeholders.

Other

· Knowledge of the political, social and economic objectives of the Saskatoon Tribal Council and of the Dakota, Cree, and Saulteaux cultures will be considered an asset.

· Must possess a valid Saskatchewan driver’s license, a reliable vehicle and meet STC’s insurance requirements.

· Must provide a current, original, Canadian Criminal Record Check (CPIC) as a condition of employment; and

· Must be willing to work flexible hours, evenings and weekends, and to perform other related duties as required.
