Position Overview

The Co-Head of Human Resources and Administration will provide practical guidance on human resource management strategies, enabling management to handle staffing and people management issues effectively.

This role involves overseeing the overall office administration support to ensure the Bank has adequate resources for its operations. The successful candidate will manage all HR and Admin Department staff and collaborate with executives, management teams, and staff at all levels.

Additionally, this position requires liaising externally with labour regulators, government agencies, service provider leaders, external auditors, and contacts at the parent bank, as well as with viable candidates.

Reasonable travel is to be expected as part of this role.

Key Responsibilities

  • Oversee human capital planning, human resources allocation, HRM strategy development and alignment, staff development and retention.
  • Oversee review of HR&A policies and procedures.
  • Guide and arrange responses to organization-wide recruitment and employment matters.
  • In charge of the operations and staff management of the HR&A Department.
  • Oversee office administration of the Bank.
  • Provide advice to management on staffing, management approaches, and employee cases.
  • Organize and work with all leaders and management teams to keep the Bank competitive and efficiently staffed.
  • Promote a tremendous organizational culture based on a thorough understanding of the Bank's corporate culture and its Group and cross-culture management.
  • Maintain full compliance with employment laws and related legal requirements, ensure compliance with all internal policies, and promote the Bank’s culture and workplace ethics.
  • Provide leadership, direction, and strategic management of HR and administration, and add valuable resources and assets to the department and the Bank.
  • Advise on the Bank’s long-term HR planning and budgeting and oversee HR and Administration operations.
  • Provide guidance on compensation structure, recruitment and retention programs, training programs, and implementation.
  • Participate in related Committee meetings of the Bank.
  • Work across functions at the managerial level and above, optimize HR management and collaborate with related departments to advance administration mechanisms.
  • Perform the Second Level of Customer Complaint Resolution Process.
  • Lead the Bank’s HR operations and comply with all policies, manuals, and procedures related to applicable labour laws and standards, including but not limited to regulatory requirements of EDSC/Federal Labour Program, CHRC (Pay Equity & Employment Equity), and OHSA.
  • To comply with all policies, manuals, and procedures related to compliance, including but not limited to OSFI, FINTRAC, FCAC, CDIC, OPC, and CRA regulatory requirements.
  • Other related works designated by the CEO.

Qualifications

  • Bachelor's degree in Human Resources, Business, Finance, or relevant fields.
  • 10+ years of HR experience in local top financial institutions.
  • 8+ years of HR senior manager experience in multinational/global companies.
  • Solid HR management experience directly working with executive members to resolve complex and organization-wide issues.
  • Strong leadership in directing HR management at a strategic level and a deep understanding of employment laws and the organization’s culture.
  • Excellent verbal and written communication skills in English, with work proficiency, and able to communicate effectively with all levels of personnel.
  • Excellent interpersonal skills, able to engage and inspire others by acting as a team/department leader.
  • Able to translate complex ideas and demonstrated outstanding leadership.
  • Strong ethics and high standard of professional conduct.
  • Able to work under pressure and meet deadlines.
  • Sympathetic attitude, quick decisions, integrity, patience, social responsibility.
  • Management experience in administration is preferred.
  • Able to communicate in English and Mandarin will be considered an asset, but speaking Mandarin is not mandatory.
