Our six member companies operate about 95% of Canada’s oil sands production. About the Opportunity The Climate Policy Advisor is a member of the Pathways policy team. The policy team is responsible for identifying and assessing policy and regulatory issues relevant to the oil sands industry and advocating on behalf of our member companies to achieve a policy and regulatory framework that supports Pathways’ net zero goal and the overall sustainability of the oil sands industry. The Climate Policy Advisor is responsible for analyzing, researching, advising on and implementing climate- and air-related advocacy strategies and plans in support of the strategic and technical direction from the Pathways Alliance member companies. This is coverage for a maternity leave to August 29, 2025. About the Role The policy team is part of the government relations and public policy function within Pathways, which is led by the Vice President, Government Relations & Public Policy. The Policy Advisor will report to the Director, Policy, who leads the policy and advocacy aspects of the government relations and public policy function. The Climate Policy Advisor will work closely with a dynamic group of colleagues in the policy team and engage directly with member-led groups, which are comprised of member company representatives selected for their expertise in the group’s area of focus. The Climate Policy Advisor will also interface with the Government, Indigenous, Communications, and Community Relations teams, as well as other teams within Pathways to ensure cross-disciplinary alignment. Key Responsibilities Support and advance member priorities related to climate and air policy and advocacy. Conduct ongoing, proactive and integrated monitoring of emerging trends and issues to generate insights and identify relevant climate and air policy and regulatory issues. This includes review of emerging regulations and third-party reports/publications. Evaluate and quantify policy and regulatory risks through data analysis and impact assessments. Provide analysis and advice and facilitate alignment among members companies to develop policy positions, advocacy strategies, plans, submissions, communications strategies and materials for managing climate and air policy and regulatory issues.​ Collaborate with members in implementing advocacy strategies and action plans to advance climate and air-related priorities. Develop briefing materials and prepare senior leaders and members in advance of engagement activities and meetings with government. Interface with government relative to policy and regulations and present Pathways members’ perspectives. Participate in government and regulator-led working groups or multi-stakeholder forums on behalf of, and in cooperation with, Pathways members to advance the priorities of members and achieve effective regulation and policy. Influence and navigate alignment with other industry and advocacy associations (e.g., CAPP, MAC, Industrial Heartland) on cross sector policy and regulatory issues. Coordinate planning and delivery of member committee meetings, workshops, working groups and external meetings. Lead on member priorities outside of the climate and air policy scope as resourcing requires or to expand skillset. Skills Exemplary policy analysis, research and writing skills, including an ability to be concise and to tailor writing to a range of audiences. Solid grounding in provincial and federal climate and air policy. Ability to understand changes to climate and air policy and/or regulation and assess implications for member companies. Strong relationship builder who embraces collaboration with members, affiliates, government, stakeholders and industry associates. Strong interpersonal skills, including written and verbal communication skills, with the ability to identify and respond to a diverse member base and priorities. Demonstrated teamwork, planning and organization skills. Ability to multi-task multiple priorities and work both independently and as part of a team to achieve outcomes. Excellent critical thinking, analytical and problem-solving skills. Demonstrated ability to be successful in a dynamic environment. Education and Experience Post-secondary education, preferably a related engineering or science degree. Minimum 5 years of experience with climate/air policy/regulation issues management and advocacy and/or policy and regulatory processes at the provincial and federal levels. Knowledge of, or experience in, oil sands or oil and gas. A combination of oil sands / oil and gas and climate/air experience is preferred. Experience partnering with federal, provincial and Indigenous governments and regulatory agencies to create mutually beneficial outcomes. Track record of facilitating collaborative relationships among a broad group of industry, industry consortia, academia, government and external stakeholders. Specialized policy experience related to federal and provincial climate, air and net zero considerations such as: GHG regulation TIER regulation Clean Fuels Regulation Federal Emissions Cap Offsets and Credits Other Considerations This is a term position running through to August 29, 2025.
